Chapter 1 General Provisions Article 1 In order to strengthen the protection and utilization of red cultural relics, inherit red genes, promote red culture, cultivate and practice socialist core values, in accordance with the "People's Republic of China and the National These regulations are formulated in combination with the actual conditions of Dazhou City, such as the Cultural Relics Protection Law, the Law on the Protection of Heroes and Martyrs of the People’s Republic of China, the Sichuan Province Red Resources Protection and Inheritance Regulations, and other laws and regulations. Article 2 These regulations shall apply to the protection, management and utilization of red cultural relics within the administrative area of ??Dazhou City.

If laws and regulations have stipulated the protection of heroes and martyrs, cultural relics protection, historical and cultural blocks and historical buildings, and archives management involved in red cultural relics, such provisions shall prevail. Article 3 The term “red cultural relics” as mentioned in these regulations refers to the sites, relics and objects of important historical activities that the Communist Party of China has united and led people of all ethnic groups to carry out since the period of the New Democratic Revolution. Mainly include:

(1) Former sites and representative objects of important institutions and important meetings;

(2) Sites, relics and representative objects related to important events and major battles ;

(3) Former residences, former residences, activity places, cemeteries and relics of important figures;

(4) Places, former residences, former residences and activities of martyrs with important influence Lands, cemeteries and relics;

(5) Stone slogans, ink books, manuscripts, oral narratives and other important documentary materials and representative objects that reflect the revolutionary history and revolutionary spirit;

(6) Other representative sites, relics and objects related to red culture. Article 4 The protection and utilization of red cultural relics must adhere to the leadership of the Communist Party of China and follow the principles of giving priority to protection, rescuing first, strengthening management, rational utilization, and sustainable inheritance. Article 5: Municipal and county-level institutions responsible for guiding the protection and utilization of red cultural relics shall establish a work coordination mechanism to coordinate and resolve major issues in the protection and utilization of red cultural relics. Article 6 The people's governments at the municipal and county levels are responsible for the protection and utilization of red cultural relics within their own administrative regions, and incorporate the protection and utilization of red cultural relics into the national economic and social development planning and land spatial planning at the same level, and integrate the protection and utilization of red cultural relics into The funds are included in the budget of the same level. Article 7 The development and reform, education, public security, civil affairs, finance, natural resources and planning, housing and urban and rural development, ecological environment, culture, sports and tourism, veterans affairs, urban management and law enforcement, press and publication and other departments of the municipal and county-level people's governments and historical research institutions, to do a good job in the protection and utilization of red cultural relics within the scope of their respective responsibilities.

The township (town) people's governments and sub-district offices shall, in accordance with their responsibilities, do a good job in the protection and utilization of red cultural relics within their jurisdiction.

Village (resident) committees assist in the protection and utilization of red cultural relics. Article 8 People's governments at all levels should strengthen publicity and education on the protection and utilization of red cultural relics, and enhance citizens' awareness of the protection of red cultural relics. Article 9 The owners, users and managers of red cultural relics shall support and cooperate with the protection and utilization of red cultural relics, use red cultural relics rationally, and perform daily maintenance obligations in accordance with the law.

For unattended red cultural relics, the people's government at the county level can entrust units or individuals to carry out daily maintenance by purchasing services. Article 10: Any organization or individual has the obligation to protect red cultural relics and shall not destroy or damage red cultural relics, and has the right to discourage, complain, and report acts that damage red cultural relics.

City- and county-level people’s governments should praise and reward organizations and individuals who have made outstanding contributions to the protection and utilization of red cultural relics in accordance with the law.

The culture, sports and tourism departments of the people's governments at the municipal and county levels should establish a complaint and reporting system for the protection of red cultural relics, publish the complaint and reporting hotlines and mailboxes, accept complaints and reports in accordance with the law, and investigate and deal with illegal activities in a timely manner. Chapter 2 Protection and Management Article 11 Institutions at the city and county levels responsible for guiding the protection and utilization of red cultural relics shall work with relevant departments to conduct regular surveys of red cultural relics, draft a protection list of red cultural relics at the same level, and submit it to the people's government at the same level for approval Then, announce it to the public.

The red cultural relics protection list implements dynamic management. Article 12 People's governments at the municipal and county levels should establish a database of red cultural relics, strengthen digital construction and application of results, and promote the sharing of cultural relics. Article 13 The people's governments at the municipal and county levels shall reflect the requirements for the protection and utilization of red cultural relics when formulating special plans for famous historical and cultural cities, towns, villages, scenic spots, traditional villages, culture, sports and tourism. Article 14 The culture, sports and tourism departments of the people's governments at the municipal and county levels shall, together with relevant departments, conduct regular inspections on the protection status of immovable red cultural relics listed on the protection list and supervise rectifications.

Immovable red cultural relics listed on the protection list shall be protected in situ, and no unit or individual may damage or modify, expand, relocate or dismantle them without authorization. Article 15 People's governments at the municipal and county levels shall reasonably delineate the protection scope of immovable red cultural relics based on the history and actual situation of red cultural relics. If necessary, a certain range of construction control zones can be designated.

The protection scope of red cultural relics and the construction control zone should be announced.
