The culture, sports and tourism departments of the people's governments at the municipal and county levels should establish a complaint and reporting system for the protection of red cultural relics, publish the complaint and reporting hotlines and mailboxes, accept complaints and reports in accordance with the law, and investigate and deal with illegal activities in a timely manner. Immovable red cultural relics listed on the protection list shall be protected in situ, and no unit or individual may damage or modify, expand, relocate or dismantle them without authorization. Article 15 People's governments at the municipal and county levels shall reasonably delineate the protection scope of immovable red cultural relics based on the history and actual situation of red cultural relics. If necessary, a certain range of construction control zones can be designated.
The protection scope of red cultural relics and the construction control zone should be announced.
