The examination and approval of outdoor advertising should be handled in accordance with the following procedures:
1. Applicants for setting up outdoor advertising should submit the application materials to the municipal outdoor advertising examination and approval management office or district and county management departments, which will distribute them to the management departments of planning, industry and commerce administration, city appearance and environmental sanitation, gardens, public security and transportation, municipal engineering, etc.
2. The administrative departments of planning, industry and commerce administration, city appearance and environmental sanitation, gardens, public security and transportation, municipal engineering, etc. shall review the application materials according to law, and send the review opinions to the advertising examination and approval management office outside the city or the district/county municipal administrative departments within 1 working days from the date of receiving the application materials; 3. The municipal outdoor advertising examination and approval management office or the district/county municipal administrative department is responsible for regularly organizing the planning, and the administrative departments of industry and commerce, city appearance and environment, sanitary gardens, public security and transportation, municipal engineering, etc. put forward the application for setting up outdoor advertising. The municipal outdoor advertising examination and approval management office shall notify the applicant according to the examination opinions to go through the corresponding formalities in the relevant administrative departments according to the prescribed procedures. If the applicant fails to set up outdoor advertising within 6 months from the date of approval, it shall go through the examination and approval procedures again.

(2) business license, advertising business license and other relevant legal qualification certificates (according to Item 2, Paragraph 1, Article 1 of Beijing Outdoor Advertising Management Regulations);
(3) Color renderings of outdoor advertising facilities (according to Item 3, Paragraph 1, Article 1 of the Regulations on the Administration of Outdoor Advertising in Beijing);
(4) Proof of the ownership and use right of outdoor advertising positions, or the use agreement signed with the relevant ownership and use right units (according to Item 4, Paragraph 1, Article 1 of Beijing Outdoor Advertising Management Regulations);
(5) If outdoor advertisements are set up in buildings, a legally qualified house safety appraisal institution or design drawing shall be provided (according to Item 5, Paragraph 1, Article 1 of the Regulations on the Administration of Outdoor Advertisements in Beijing, Notice on Printing and Distributing the Supplementary Provisions on the Administrative Examination and Approval of Outdoor Advertisements in Beijing, Beijing Municipal Administration Committee No.159 [22], Article 4 (1) on May 9, 22.
(6) The application for setting up public outdoor advertisements shall also be approved by the department in charge of publicity (according to Item 2, Article 1 of Beijing Outdoor Advertising Management Regulations).
(7) For outdoor advertisements that need to be extended upon the expiration of the installation period, when going through the examination and approval procedures again, the safety appraisal certification materials issued by the legally qualified departments shall be provided (according to the Notice on Printing and Distributing the Supplementary Provisions on the Administrative Examination and Approval Procedures for Outdoor Advertisements in Beijing [22] No.159, Item (2) of Article 4 on May 9, 22).

II. Criteria for examination

2. The setting of outdoor advertisements in this district should adapt to the status and nature of the district government, and follow the principles of unified planning, rational layout, meeting the functional requirements of the district and coordinating with the surrounding environment. (According to Article 4 of the Administrative Regulations on Outdoor Advertising in Beijing issued by Decree No.18 of the Municipal People's Government in 1998)
3. Outdoor advertising shall not be set up under any of the following circumstances (according to Article 7 of the Administrative Regulations on Outdoor Advertising in Beijing issued by Decree No.18 of the Municipal People's Government in 1998):
(1) Using traffic safety facilities and traffic signs;
(2) affecting the use of municipal public facilities, traffic safety facilities and traffic signs or obstructing the safe sight distance and the passage of vehicles and pedestrians;
(3) obstructing production or people's life and damaging the appearance of the city or the image of the building;
(4) encroaching on green space and damaging urban greening facilities;
(5) government administrative organs, buildings and their control zones;
(6) buildings and structures in scenic spots and cultural relics protection units at or above the district or county level and their building control zones;
(7) making use of dangerous houses or possibly endangering the safety of buildings and facilities;
(8) tobacco advertising;
(9) Other areas where outdoor advertising is prohibited by the District People's Government.
4. When organizing the examination and approval of outdoor advertisements, the municipal management committee shall implement the following provisions (according to Article 2 of Beijing Outdoor Advertising Facilities Planning StandardNo. [21]791, Jointly issued by Beijing Municipal Planning Commission and Beijing Municipal Administration Commission):
(1) Floor-standing (floor-standing columns, etc. and separately placed physical models, electronic display screens, boards, etc.)
① Spacing: In principle, advertisements with an area of more than 3 square meters shall not be less than 3 meters, advertisements with an area of 3-5 square meters shall not be less than 15 meters, and advertisements with an area of less than 5 square meters shall not be less than 5 meters. The range of road intersections should be strictly controlled, and those that really need to be set should be considered in combination with the surrounding environment;
② It shall not extend to the space within the roads of motor vehicles and non-motor vehicles;
③ cross-road frame advertising facilities are not allowed;
④ outdoor advertising facilities shall not be set up in the current and planned urban green space or in the area that affects the current greening effect;
⑤ It shall not affect the use of municipal and transportation facilities, destroy the urban landscape or affect the use of facilities for the disabled;
⑥ it should be combined with lighting and night lighting;
⑦ it shall not be set in the isolation belt of fast and slow lanes.
(2) Attached type (combined with buildings, structures or municipal public facilities and vehicles)
① It is forbidden to set up advertising facilities on national and municipal important public buildings, including exhibition halls, museums, concert halls, art galleries, libraries, schools and stadiums;
② setting up advertising facilities on flat-topped buildings or structures: the height of setting up advertising facilities on buildings or structures below 6 meters shall not exceed 1.5 meters; The height of advertising facilities on buildings or structures below 6 meters to 12 meters shall not exceed 2 meters; The height of advertising facilities on buildings or structures more than 12 meters shall not exceed 3 meters; Where advertising facilities are installed on the walls of buildings or structures, the outer edge of the advertising facilities shall not exceed 1.5 meters, and shall be coordinated with the buildings or structures.
③ No advertising facilities shall be set at the top of sloping roofs or buildings with unique roof shapes;
④ setting up advertising facilities in bus shelters shall not hinder passengers from watching stop signs, and shall not affect the smooth flow of people and traffic, and shall comply with management regulations such as road occupation;
⑤ advertising facilities shall not be set up in the current and planned urban green spaces or areas that affect the current greening effect;
⑥ It shall not affect the use of municipal and transportation facilities, or damage the urban landscape or affect the use of facilities for the disabled;
⑦ outdoor advertising facilities should be combined with lighting and night lighting.
5. The examination and approval management of outdoor advertising settings in this Municipality shall implement the hierarchical management system of municipal and district governments. The scope of examination and approval organized by the Municipal Administration Committee (according to the first paragraph of Article 1 of the Detailed Rules for the Implementation of Beijing Outdoor Advertising Management Regulations (Beijing Municipal Administration Committee Jing Zheng Guan Zi [2] No.113).
(1) Road scope includes:
Chang 'an Street and its extension line (East Gate of Shougang Corporation-Dongguan Bridge in Tongzhou Town), Yingbin Line, Second Ring Road, Third Ring Road, Fourth Ring Road, First Ring Road, Second Ring Road, Expressway (Airport Road, Jingchang Road, Jingjintang Road (Beijing Section) and Jingshi Road (Beijing Section).
(2) The regional scope includes:
Tiananmen Square, Zhongnanhai, Capital Airport, Beijing Railway Station, Beijing West Railway Station and Asian Games Village.
(3) The media scope includes:
① Municipal public facilities (overpasses, pedestrian overpasses, pedestrian crossings, bus shelters, subway ventilation kiosks, newsstands, public telephone booths, power poles, telecommunication poles, tram poles, street poles, etc.);
② means of transportation (buses, taxis, subway vehicles and other motor and non-motor vehicles, etc.);
③ placing advertisements on buildings and structures with a height of more than 24 meters, or placing advertisements on buildings and structures with a height of more than 3 meters;
④ The height of floor-standing advertising media is more than 7m;
⑤ Single-column and double-column large-scale advertising media and advertisements with a single area exceeding 6 square meters;
⑥ set electronic display screen (card);
⑦ physical modeling advertisements, etc.
6. Scope of examination and approval organized by the district municipal management committee:
Except for the scope of the above-mentioned Article 5 (namely, road scope, regional scope and media scope), the district (county) municipal management committee is responsible for organizing examination and approval of other outdoor advertising settings (according to Article 1, paragraph 2 of the Detailed Rules for the Implementation of Beijing Outdoor Advertising Management Regulations [2] No.113)
7. Within the scope of examination and approval management of the municipal management committee, the municipal management committee of the district (county) where it is located shall put forward opinions on setting up and report to the municipal management committee for examination and approval.
8. The municipal management committee of each district (county) can determine 1-2 commercial streets or prosperous areas as concentrated outdoor advertising display areas within the district (county). The district (county) people's government put forward the plan for setting up the centralized exhibition area, and after being approved by the Municipal Administration Committee, the district (county) people's government shall be responsible for organizing the implementation according to the plan. (According to the second paragraph of Article 1 of the Detailed Rules for the Implementation of Beijing Outdoor Advertising Management Regulations (No.113 [2]).
9. Other requirements for outdoor advertising facilities (according to Article 3 of Beijing Outdoor Advertising Facilities Planning Standard [21] No.791):
(1) The design of attached outdoor advertising facilities combined with buildings and structures should be designed by the design department with architectural design autonomy in combination with the overall layout and elevation requirements of the building;
(2) Construction shall be carried out by units with corresponding construction qualifications;
(3) The construction materials used shall be put on record according to the Provisions of Beijing Municipal Construction Committee on the Management Measures for the Supply and Filing of Construction Materials, and shall meet the requirements of ecology, environmental protection, structure, economy and aesthetics;
(4) outdoor advertising designers are responsible for the safety management of outdoor advertising facilities, and carry out daily maintenance and management of outdoor advertising to ensure that it is firm, safe, neat and beautiful, with standard and complete fonts, and the functions of lighting and lighting facilities at night are intact. If the appearance of the city is affected by dirty outdoor advertising pictures, incomplete fonts, incomplete lighting display, vacant outdoor billboards, etc., it shall be repaired or replaced in time.
1. The installation period of outdoor advertisements shall not exceed 2 years. If the set period expires, it shall be dismantled in time. If the establishment period needs to be extended at the expiration, it shall go through the examination and approval formalities again with the original examination and approval department 3 months before the expiration date. (According to Article 13 of the Regulations of Beijing Municipality on the Administration of Outdoor Advertising).
