Chapter I General Provisions Article 1 In order to maintain road traffic order and ensure road traffic safety, these Regulations are formulated in accordance with the Road Traffic Safety Law of the People's Republic of China and the actual situation of this Municipality. Article 2 Vehicle drivers, pedestrians, passengers and units and individuals related to road traffic activities within the administrative area of this Municipality shall abide by these regulations. Article 3 Road traffic safety work shall follow the principles of people-oriented, safety first, management according to law and social participation, and be coordinated with urban and rural construction and adapt to economic and social development. Article 4 The people's governments of cities and counties (cities, districts) shall incorporate road traffic safety into national economic and social development plans, formulate road traffic safety plans, and establish work coordination mechanisms. Fifth city and county (city, district) public security organs traffic management department is responsible for the administrative area of road traffic safety management.

Transportation, municipal utilities and other relevant departments shall do a good job in road traffic safety in accordance with their duties. Chapter II Vehicles and Drivers Article 9 The owner of a motor vehicle shall go through the formalities of motor vehicle registration according to law before driving on the road. Those who temporarily drive on the road without going through the registration formalities shall apply for a temporary driving license plate in accordance with the regulations and go through the registration formalities within the prescribed time limit. Article 10 Passenger cars, dangerous goods transport vehicles, heavy trucks, semi-trailer tractors, engineering muck transport vehicles and school buses running on expressways shall be equipped with and used with driving recorders that meet national standards and ensure their normal operation. Fifteenth new construction, renovation and expansion of urban roads, public transport facilities should be scientifically planned, and transfer hubs, public transport lanes, carpool lanes, bus harbor stops and taxi temporary stops should be planned and built when conditions permit. Sixteenth urban roads should ensure the passage space of bicycle traffic and pedestrian traffic, and reasonably set up non-motor vehicle lanes, sidewalks and bicycle parking areas. Seventeenth in residential roads, small streets, narrow lanes and other areas. On the road sections that are easy to cause traffic congestion, the people's governments of counties (cities, districts) shall organize the traffic management, construction (municipal), urban management and other departments of public security organs to improve the micro-circulation road traffic system and improve the road capacity. Eighteenth municipal transportation and municipal public utilities departments shall, jointly with the traffic management department of the municipal public security organ, formulate the standards for the construction of road traffic safety facilities according to national standards, industry standards and actual conditions, and report them to the Municipal People's Government for approval. Nineteenth new construction, renovation and expansion of roads, road traffic safety facilities should be designed, constructed and put into use at the same time as the main road project; Road traffic safety facilities can not meet the prescribed standards, and shall not pass the final acceptance.

When building, rebuilding or expanding urban roads, special power supply facilities required for road traffic safety facilities should be built simultaneously. Power supply enterprises shall provide electricity guarantee for the normal operation of traffic lights and traffic technical monitoring equipment, and the required electricity fee shall be borne by the maintenance and management department. The owner or manager of a building shall provide convenience for setting up road traffic safety facilities on its building.

Roads in villages, market towns and residential areas shall be equipped with road traffic safety facilities in accordance with relevant standards and norms. Twentieth transportation departments should set up traffic safety facilities such as traffic barriers, traffic signs and so on in dangerous road sections such as crossing the village, steep slopes, sharp bends, continuous bends and poor eyesight. Twenty-first road speed limit signs should be set with comprehensive consideration of road design speed, traffic flow, traffic safety facilities along the line, traffic accidents and other factors. Twenty-second transportation management department is responsible for the maintenance and management of highway traffic safety facilities; The traffic administrative department of the public security organ is responsible for the maintenance and management of urban road traffic safety facilities.

Road traffic safety facilities shall be maintained and managed by the road construction unit before being handed over to the maintenance management department.

If the road traffic safety facilities are damaged or there are potential safety hazards, the facilities maintenance and management department shall promptly repair and eliminate the potential hazards.
