Regulations of Xi Municipality on the Administration of City Appearance and Environmental Sanitation (revised 20 17)

Chapter I General Provisions Article 1 In order to strengthen the administration of city appearance and environmental sanitation in this Municipality, create a clean and beautiful working and living environment, and safeguard people's health, these Regulations are formulated in accordance with the provisions of the Regulations of the State Council Municipality on the Administration of City Appearance and Environmental Sanitation and relevant laws and regulations, combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the administration of city appearance and environmental sanitation in urban areas, counties, towns, industrial and mining areas, scenic spots and cultural relics tourist areas of this Municipality. Third city appearance and environmental sanitation shall be under unified leadership, graded responsibility, overall planning and supporting construction; Adhere to the combination of industry management and internal management of the unit, and combine professional management with mass management. Article 4 The administrative department of Xi City is the administrative department of city appearance and environmental sanitation of this Municipality.

District and county urban management administrative departments are responsible for the management of city appearance and environmental sanitation within their respective jurisdictions.

Street offices and town people's governments are responsible for the city appearance and environmental sanitation work within their respective jurisdictions.

The city appearance and environmental sanitation supervision organization under the administrative department of city management of city, district and county is responsible for daily supervision and inspection. Fifth people's governments at all levels should strengthen the management of city appearance and environmental sanitation and the construction of facilities, and incorporate the cause of city appearance and environmental sanitation into the national economic and social development plan and organize its implementation.

Planning, environmental protection, housing management, municipal utilities, public security, industry and commerce, education, health and other management departments should do a good job in city appearance and environmental sanitation management according to their respective responsibilities. Article 6 People's governments at all levels shall take measures to implement the contract responsibility system for city appearance and environmental sanitation, gradually realize the marketization, socialization and industrialization of the construction of city appearance and environmental sanitation facilities and professional operation services, improve the quality of city appearance and environmental sanitation workers, and improve working and living conditions. Article 7 The municipal administrative department in charge of urban management shall organize the preparation of professional planning for the construction of city appearance and environmental sanitation facilities, the quota indicators and setting standards for the construction of environmental sanitation facilities, and the city appearance and environmental sanitation standards, which shall be implemented after being reported to the Municipal People's Government for approval. Eighth maintenance of city appearance and environmental sanitation is the responsibility of the whole society.

All units and individuals have the right to enjoy a clean and beautiful city appearance and environment, and have the obligation to maintain the city appearance and environmental sanitation. Have the right to discourage and report acts that damage or destroy the city appearance and environmental sanitation. Article 9 The construction of city appearance and environmental sanitation facilities in this Municipality is mainly based on government investment. Citizens, legal persons or other organizations are encouraged to invest, and diversified investment, financing and operation mechanisms are established to protect the legitimate rights and interests of investors according to law. Article 10 People's governments at all levels and their subordinate urban management administrative departments shall strengthen the publicity of scientific knowledge, raise citizens' awareness of city appearance and environmental sanitation, enhance social morality and develop good hygiene habits.

Units and individuals that have made remarkable achievements in the research and promotion of city appearance and environmental sanitation and its science and technology shall be commended and rewarded. Eleventh urban management administrative departments should strengthen the training of law enforcement personnel, administration according to law, civilized law enforcement, the implementation of administrative penalties, correct illegal acts, adhere to the combination of punishment and education. Chapter II Management of Urban Appearance Article 12 Urban buildings, streets, public places, gardens and green spaces, public facilities and advertising signs shall conform to the standards of the state and this Municipality on urban appearance and be kept clean and beautiful. Thirteenth any unit or individual shall, in accordance with the requirements of the responsibility system for city appearance and environmental sanitation, do a good job in the city appearance and environmental sanitation work in the area of responsibility for city appearance and environmental sanitation.

The area of responsibility for city appearance and environmental sanitation refers to the buildings, structures or other facilities and places used or managed by units and individuals and their areas within a certain range. Article 14 No unit or individual is allowed to occupy urban roads, squares, overpasses, underpasses and other public places without authorization to pile up materials, set up stalls, build sheds and other facilities that affect the city appearance and environmental sanitation.

Approved by the temporary occupation of urban roads, squares and other public places to hold cultural and commercial activities, should keep the public places clean and tidy, the organizer should set up environmental sanitation facilities in accordance with the requirements, and promptly remove the garbage and waste generated; After the activity, the facilities should be cleaned in time.

Non-motor vehicles should be parked at approved storage points.

Temporary publicity activities on both sides of urban streets and public places shall be approved by the administrative departments of urban management of cities, yanliang district, Lintong District, Chang 'an District, Gaoling District, Huyi District and municipal counties, and used according to the prescribed time, place and scope. Fifteenth the establishment of municipal public facilities in urban streets should be in harmony with the surrounding environment, keep clean and in good condition. If the facilities are damaged, the setting unit shall repair and update them in time.

Urban gardens, green spaces, hedges, green belts, flowers, trees and greening facilities shall meet the requirements of city appearance and environmental sanitation, and designated persons shall be kept clean and beautiful. Article 16 Outdoor advertisements, signboards, placards, galleries, windows, plaques, neon lights, light boxes, etc. set up in cities should be healthy in content, beautiful in appearance, standardized in words, neat and intact. If the facilities are damaged or displayed incompletely, they should be repaired or replaced in time. Article 17 Posting and hanging slogans and publicity materials in urban streets and public places must be approved by the administrative departments of city, yanliang district, Lintong District, Chang 'an District, Gaoling District, Huyi District and the cities under their jurisdiction, and posted and hung according to the approved time, place and requirements. Keep the content healthy, the writing standard, and the handwriting clear and tidy.
