Article 204 Military units shall strictly control the use and management of mobile phones by taking effective measures such as examination and approval for the record, standardizing the use occasions, setting up no-broadcasting signs and shielding signals. If it is really necessary to use public mobile phones because of work needs, it must be approved by the heads of units above the regiment level and reported to the command organs of subordinate units for the record.

Article 282 Officers and men of grass-roots units may use public mobile phones in their own time, such as after-school activities, rest days and holidays. When not in use, it is usually placed in the center. The specific use time and management measures shall be formulated by units above the brigade (regiment) level in combination with the actual situation.
