Article 1. When the planning administrative department prepares a detailed regulatory plan, it shall seek the opinions of the civil air defense department and implement the civil air defense project construction plan; when reviewing the construction project planning plan, it shall implement the civil air defense project construction requirements. Article 10 The development and utilization of urban underground space shall take into account the needs of civil air defense. The civil air defense department is responsible for the management, supervision and inspection of civil air defense protection and other matters in the development and utilization of urban underground space, and works with the development and reform, construction, planning and other departments in accordance with their respective responsibilities to complete the planning, development, utilization and approval of urban underground space.
