Article 1. In order to strengthen the construction of civil air defense, protect the safety of people's lives and property, and ensure the smooth progress of socialist modernization, in accordance with the "Civil Air Defense Law of the People's Republic of China" and other laws and regulations, These measures are formulated based on the actual situation of the province. Article 2 Civil air defense is an integral part of national defense, an important aspect of national economic and social development, an important part of modern urban construction, and a social welfare undertaking that benefits the country and the people. Civil air defense implements the policy of long-term preparation, key construction, and integration of peacetime and wartime, and implements the principles of coordination with economic and social development, integration with urban construction, and compatibility with disaster prevention, disaster relief, and emergency response, and adheres to the integration of air defense and disaster prevention. .

Local people's governments at or above the county level shall incorporate civil air defense construction into the national economic and social development plans of their respective administrative regions.

The state encourages and supports enterprises, institutions, social groups and individuals to invest in the construction of civil air defense projects through various channels. Civil air defense projects are usually used and managed by investors, and the profits belong to the investors. Article 3 Local people's governments at or above the county level shall protect civil air defense command communications, warnings, shelters, evacuation and other projects and facilities from infringement.

It is prohibited for any organization or individual to destroy or occupy civil air defense projects and facilities. Article 4 The Provincial People's Government and the Provincial Military Region shall lead the province's civil air defense work.

The people's governments of cities and counties (cities, districts) divided into districts and military agencies at the same level lead the civil air defense work in their respective administrative regions. Article 5 The civil air defense administrative departments of local people's governments at or above the county level (hereinafter referred to as the civil air defense departments) manage the civil air defense work in their respective administrative areas and are under the leadership of the people's governments at the same level and military agencies at the same level. Its responsibilities and tasks shall be jointly determined by the people's government at the corresponding level and the military organs at the same level in accordance with the provisions of the State Council and the Central Military Commission.

The development and reform, construction, planning and other departments of local people's governments at or above the county level shall perform their respective duties and carry out relevant civil air defense work.

The civil air defense work of central and provincial enterprises and institutions is under the leadership of the superior competent department and the people's government of the city or county (city) where it is located. Leadership is the main focus.

Urban streets and towns should designate institutions or personnel to carry out civil air defense work in accordance with relevant regulations. Article 6 The cities within the administrative region of this province that are determined according to the national civil air defense classification protection are the focus of the provincial civil air defense organization.

The Provincial People's Government and the Provincial Military Region shall determine key cities and towns for provincial civil air defense in accordance with the provisions of the State Council and the Central Military Commission. Article 7: Local people's governments at or above the county level shall, in accordance with the requirements of the State Council and the Central Military Commission, classify key protection targets at the same level and include protection measures in their plans.

The key protection targets mentioned in the preceding paragraph refer to urban party and government organs, radio and television systems, transportation and communication hubs, important industrial and mining enterprises, scientific research bases, bridges, rivers and lakes, dams, reservoirs, warehouses, and power stations. and targets such as water supply, power supply, and gas supply projects, as well as other sources of secondary disasters caused by air strikes.

Key protection target units should establish protection organizations, formulate protection plans, build protection facilities, implement protection measures, and organize protection drills. The protection funds required by the enterprise are included in the enterprise's costs. The protection funds for public welfare organizations such as radio stations and television stations are borne by the government.

The civil air defense department shall guide, supervise and inspect the protection work of key protection target units.

For important engineering layouts and major projects involving civil air defense requirements among important economic goals, the investment department shall seek the opinions of the civil air defense department before reviewing and approving them. Article 8 Local people's governments at or above the county level shall formulate anti-air raid plans and implementation plans at the same level, submit them to superiors for approval in accordance with relevant regulations, and organize drills.

Departments and units involved in formulating anti-air raid plans and implementation plans should provide true information and information, and designate dedicated personnel to complete relevant preparation tasks. Article 9 The people's governments of cities divided into districts and counties (cities) shall organize planning, civil air defense and other departments to formulate plans for the construction of civil air defense projects and incorporate them into the overall urban and rural planning. Development zones (high-tech zones), bonded zones, industrial parks and higher education parks should implement civil air defense construction requirements in accordance with the law.

When the planning administrative department prepares a detailed regulatory plan, it shall seek the opinions of the civil air defense department and implement the civil air defense project construction plan; when reviewing the construction project planning plan, it shall implement the civil air defense project construction requirements. Article 10 The development and utilization of urban underground space shall take into account the needs of civil air defense. The civil air defense department is responsible for the management, supervision and inspection of civil air defense protection and other matters in the development and utilization of urban underground space, and works with the development and reform, construction, planning and other departments in accordance with their respective responsibilities to complete the planning, development, utilization and approval of urban underground space.

City’s subway and other underground transportation trunk lines, comprehensive transportation hubs, and other key parts and key facilities of underground projects must comply with civil air defense protection standards, and the review of their protection design must involve the participation of the civil air defense department. Civil air defense evacuation trunk roads and connecting passages should be connected to urban underground transportation and other facilities as much as possible. Article 11 Civil air defense command and communication projects, public personnel sheltering and evacuation main road projects shall be organized, constructed and managed by the civil air defense department.

The civil air defense professional team project is constructed by the civil air defense professional team establishment unit. Medical institutions should follow the civil air defense project construction plan and construct medical rescue projects in conjunction with new medical construction projects. Encourage other organizations to build professional civil air defense team projects and medical rescue projects.

Important communications companies should strengthen the construction of underground communications facilities and enhance damage resistance and support capabilities.
