(8) Other activities prohibited by laws and regulations. Article 15 It is prohibited to carry out activities such as felling, grazing, hunting, fishing, herb gathering, reclamation, burning wasteland, mining, quarrying, sand dredging and other activities in key areas closed to grazing and grazing. Article 16 The county and township (town) people's governments shall strengthen the construction and management of the work team for closure and grazing prohibition, and improve the political and professional qualities of the staff for closure and grazing prohibition. Personnel involved in grazing and grazing bans must abide by laws and regulations and perform their duties diligently. Article 17 Breeders in areas closed to grazing and prohibited from grazing shall raise horses, cattle, sheep and other herbivorous animals in pens.

Article 18: County and township (town) people's governments shall strengthen the adjustment of the agricultural industry structure in areas closed to grazing and grazing, and expand channels for farmers to increase their income. Article 19 The county and township (town) people's governments shall increase investment in the construction of forestlands and grasslands, support and encourage units and individuals to take measures such as replanting and replanting, improve and cultivate forestlands and grasslands, and restore ecological vegetation. Article 20 The county people's government shall calculate the average output value of the past three years in the areas closed to grazing and prohibited at the beginning of each year and make it public. Chapter 3 Legal Responsibilities Article 21 Violations of Article 14 of these Regulations shall be dealt with in accordance with the following provisions:

(1) Grazing or loose grazing of horses, cattle, sheep, etc. in closed grazing areas Herbivorous animals shall be ordered to stop illegal activities and may be fined not less than 50 yuan but not more than 150 yuan per livestock (head); if the vegetation is damaged, the vegetation shall be ordered to be restored within a time limit. (2) Anyone who destroys or moves without authorization signs, boundary posts, fences and other facilities shall be punished in accordance with the "Public Security Administration Punishment Law of the People's Republic of China" and ordered to restore it to its original state within a time limit. (3) Violation of items (3), (4) and (5) of Article 14 of these Regulations shall be punished in accordance with relevant laws and regulations.

(4) In addition to emergency rescue and disaster relief, vehicles that enter the grassland without authorization shall be ordered to stop illegal activities, restore vegetation within a time limit, and impose a fine of not less than three times but not more than nine times the average output value of the grassland in the three years before the damage; causing If there is a loss, you will be liable for compensation in accordance with the law.

(5) If commercial or recreational horses enter the grassland without authorization, they shall be ordered to stop the illegal behavior, restore the vegetation within a time limit, confiscate the illegal income, and may also impose a fine of not less than one time but not more than twice the illegal income; no For illegal gains, a fine of not less than six times but not more than twelve times the average output value of the three years before the grassland was destroyed may be imposed; if losses are caused, compensation liability shall be borne in accordance with the law.
