Article 2 These Measures apply to the prevention, control and management activities of dust pollution within the administrative area of ??this city. Article 3 The term "dust pollution" as mentioned in these Measures refers to the construction of construction projects (including house construction, roads and pipelines, municipal public facilities, port construction, etc.), house demolition, quarrying and soil extraction, material transportation and stacking, and public transportation. *Pollution to the surrounding environment and atmosphere caused by dust particles produced during site and road cleaning, maintenance and greening activities, as well as due to exposed mud floors.

The materials that are prone to produce dust pollution as mentioned in these Measures refer to materials that are prone to produce dust particles such as coal, sand and gravel, dust, construction waste, and engineering slag. Article 4 The municipal ecological and environmental protection administrative department (hereinafter referred to as the municipal ecological and environmental administrative department) implements unified supervision and management of the prevention and control of dust pollution in the city. The dispatched offices of the municipal ecological and environmental protection department are responsible for the supervision and management of dust pollution prevention and control within their respective jurisdictions.

The administrative department of planning and natural resources (hereinafter referred to as the department of planning and natural resources) is responsible for the supervision and management of the prevention and control of dust pollution from house demolition and quarry operations.

The administrative department of housing construction (hereinafter referred to as the housing construction department) is responsible for the supervision and management of dust pollution prevention and control in the construction of housing construction projects and municipal projects.

The urban management administrative department (hereinafter referred to as the urban management department) is responsible for the transportation of sludge and other materials that are prone to dust pollution, the cleaning of public places and roads, the maintenance of greening and municipal public facilities (excluding Supervision and management of dust pollution prevention and control during maintenance and reconstruction activities of municipal roads and bridges.

The transportation administrative department (hereinafter referred to as the transportation department) is responsible for the supervision and management of the prevention and control of dust pollution during construction of highways, municipal roads, bridges, and port projects.

The water management administrative department (hereinafter referred to as the water department) is responsible for the supervision and management of the prevention and control of dust pollution during the construction of water conservancy projects.

Construction and public works agencies are specifically responsible for the management of dust pollution prevention and control in government-invested construction projects.

Other relevant departments are responsible for the supervision and management of dust pollution prevention and control according to their respective responsibilities. Article 5 The municipal competent department of ecology and environment shall formulate an overall plan for the prevention and control of dust pollution, and the dispatched offices of the municipal competent department of ecology and environment shall formulate specific plans for the prevention and control of dust pollution in their respective districts based on the overall plan for the prevention and control of dust pollution.

Management departments and agencies such as housing construction, urban management, planning, natural resources, transportation, and water affairs shall formulate dust pollution prevention and control policies within their scope of responsibility based on the overall dust pollution prevention and control plan and the district dust pollution prevention and control specific plan. Article 6: The environmental impact assessment documents submitted by the construction unit to the ecological environment authority in accordance with the law shall include dust pollution prevention and control plans for construction projects that may produce dust pollution. Article 7 The construction unit shall include the cost of preventing and controlling dust pollution in the project estimate, and specify in the construction contract signed with the construction unit the responsibility of the construction unit for the prevention and control of dust pollution in construction projects that may produce dust pollution. The construction unit shall formulate a specific implementation plan for the prevention and control of construction dust pollution. Article 8 The construction unit shall include the prevention and control of dust pollution in the project supervision contract.

The supervision unit shall do a good job in supervision of the prevention and control of dust pollution.

During the supervision process, if it is discovered that the construction unit has violated the dust pollution prevention and control requirements or failed to implement dust pollution prevention and control measures in accordance with the dust pollution prevention and control implementation plan, the construction unit shall be required to make rectifications within a time limit; if the circumstances are serious, the construction unit shall be required to stop construction and promptly Report to the construction unit; if the construction unit refuses to make corrections or stops construction, it shall report to the ecological environment department.

If a construction project may produce dust pollution during the construction process, the construction unit shall supervise the construction unit to implement dust pollution prevention and control measures in accordance with the contract, and supervise the supervision unit to implement dust pollution prevention and control supervision responsibilities in accordance with the contract. Article 9 The municipal competent department of ecological environment shall determine key sources of dust pollution and publish them regularly every year on the website of the municipal competent department of ecological environment. The standards and procedures for determining key sources of dust pollution shall be separately formulated by the municipal competent department of ecological environment and shall be implemented simultaneously with these Measures.

If it is listed as a key dust pollution source, the construction unit shall construct and install automatic monitoring equipment and its supporting facilities within the prescribed time limit, cooperate with the networking of the automatic monitoring system, and ensure the normal operation of the automatic monitoring equipment and its supporting facilities operation and shall not be dismantled or left idle without authorization. Article 10 The construction of construction projects shall comply with the following dust pollution prevention and control requirements:

(1) Continuous and closed enclosures shall be set up around the construction site; If a fence is set up in the station square, its height shall not be less than 2.5 meters; if a fence is set up in other road sections, its height shall not be lower than 1.8 meters;

(2) The construction site ground and vehicle roads should be hardened Wait for dust reduction treatment;

(3) During the period when the meteorological department issues a weather warning for dust pollution caused by construction, earth and stone excavation, blasting, house demolition and other operations should be stopped;

(4) Construction waste, If the construction debris, etc. cannot be removed within 48 hours, a temporary storage yard shall be set up within the construction site, and dust prevention measures such as fencing and covering shall be adopted for the temporary storage yard;

(5) Transport vehicles Mud should be removed and rinsed before leaving the workplace. Air compressors and other dust-producing equipment must not be used to clean dust from vehicles, equipment and materials;

(6) When carrying out work that generates a large amount of mud During construction operations, corresponding mud pools and mud trenches should be equipped to ensure that the mud does not spill out, and the waste slurry should be transported in sealed tankers; (7) If concrete needs to be used, ready-mixed concrete should be used Or conduct closed mixing and take corresponding dust prevention and control measures, and open-air mixing on site is strictly prohibited;

(8) For construction sites that have been idle for more than 3 months, the construction unit shall temporarily green or pave the exposed mud floor ;

(9) Engineering materials, sand, gravel, earthwork and other materials that easily generate dust should be handled in a closed manner; if they are stacked on the construction site, they should be covered with dust-proof nets or dust-proof cloths and regularly sprayed with dust.
