According to the Opinions on Further Prohibiting the Use of Solid Clay Bricks, in order to speed up the elimination of solid clay bricks and promote the application of new wall materials, the former State Economic and Trade Commission, together with the Ministry of Construction, the Ministry of Land and Resources and the Ministry of Agriculture, decided to prohibit the use of solid clay bricks in the residential construction of 170 large and medium-sized cities (municipalities directly under the central government, coastal large and medium-sized cities and cities in provinces with per capita cultivated land area less than 0.8 mu), and required to complete it by the end of June 2003.

As of June 30th, 2003, there were 140 cities in China.

We should conscientiously sum up the work experience of "banning real estate" and accelerate the work of "banning real estate". Cities that have completed the goal of "banning real estate" should consolidate the achievements of "banning real estate" to prevent rebound, and expand from "banning real estate" to restrict and ban clay porous bricks, hollow bricks and other clay products. In order to speed up the formulation of relevant laws, regulations and plans to promote the development of new wall materials, the National Development and Reform Commission will, jointly with relevant departments, draft the Opinions on Promoting the Innovation of Wall Materials, which will be submitted to the State Council for approval and issuance, so as to promote the "prohibition" and the innovation of wall materials.

People's governments at all levels should put the "no-raising" and the innovation of wall materials on the agenda, incorporate them into the overall planning of local national economic and social development, and implement government target management. It is forbidden to build brick kilns on cultivated land to borrow soil and burn bricks.

All relevant departments should cooperate closely in accordance with the division of functions, and strengthen the supervision and management of the use of clay bricks and the promotion of new wall materials. The local administrative departments in charge of wall material innovation should strengthen the supervision and inspection of the work of "prohibiting real estate speculation" and coordinate and solve the problems encountered in the work of "prohibiting real estate speculation".
