First, carry out investigations and inspections. In accordance with the district's requirement to "measure rivers with footsteps," most "river chiefs" carried out river surveys to gain a more comprehensive understanding of the sources of pollution around the rivers under their control, and strengthened daily inspections, especially of district-level river lengths. Inspections and investigations are in-depth, detailed, specific and in place.

The second is to clarify countermeasures. Based on the investigation and research, a "one river, one policy" governance plan was formulated for each river, clarifying specific governance measures and annual goals.

The third is the cooperation and linkage of all parties. Regarding the problems discovered during daily inspections, most river chiefs actively exerted their subjective initiative, negotiated with relevant street leaders, and connected with relevant district functional departments to coordinate and resolve illegal demolitions along the river, removal of abandoned foil piles, demolition of out-of-season melon sheds, There are a series of issues such as cleaning up sunken houseboats, cleaning up garbage entering the river and on the shore, and investigating leaks.

The fifth is to proactively follow up and supervise. 2. Existing problems

(1) Problems with water quality in the section

The biggest problem is that the monitoring results of the water quality section are poor. The subdistrict has a long way to go to eliminate 32 water quality sections with Class V or worse than Class V water quality sections within a year, and it can be said that there has been little progress so far. This can be known from the analysis of water quality cross-section test results in May. In May, there were 74 valid sections for testing, and 16 sections had Class V water quality, which was half the number of 33 in January. This shows that water control work is effective within a certain range; however, there were 50 sections with poor water quality compared to Class V. (2) Problems in the work

The water quality of the section is just an appearance, a phenomenon. "Seeing the essence through the phenomenon" has to be said to be because of the "river chief system" There are still many deficiencies in the operation process, or in other words, the “river chief” fails to perform his duties properly. Judging from daily work and reporting, there are mainly five problems:

First, the investigation and research are not solid enough. Some "river chiefs" did not implement the requirement of "measuring the river with feet" very well. Some used cars to measure, some stood on the bridge to measure, some stood in front of the map to measure, and some had never been to the river site at all and reported and exchanged information. The day before, some people working in the sub-district government were asking comrades from the Water Control Office, "Where is my river?"; on the day of the report, some people were absent from the report meeting without asking for leave. Maybe they were really busy with work, but you at least need to ask for leave. , or entrust other comrades to report. Second, the policy for one river is not detailed enough. Some "river chiefs" who formulate "one river, one policy" have "failed the task". The cause has not been identified, the source of pollution has not been found, and the countermeasures formulated have no direction. Some of the reasons are analyzed without accurate figures as a basis, and most of them are qualitative and gross estimates without quantitative basis. "One river, one policy" has not been formulated in accordance with the requirements of "problem list, project digitization", and the measures are not solid enough. It is operable and assessable, and there is a suspicion that it can be done easily.

Third, the coordination role is not strong enough. One of the functions of a "river chief" is "river management coordinator." However, some river chiefs will fill in the form and hand it in "all at once" regardless of the problem found during the inspection, regardless of the size or responsibility. Small problems such as "untimely cleaning of village-level rivers" are also thrown to the street water control office and relevant leaders. In fact, some problems can be solved by local authorities. Some river chiefs are afraid of coordination problems and stop moving forward when encountering resistance. Some river chiefs only find problems and record them on record, without coordinating local solutions or reporting problems or making suggestions to relevant leaders or functional departments. If this is generally the case, the problem will never be solved and the "river chief" management will become just a formality.

Fourth, there are not enough real confrontations. For example, corporate leakage and discharge behavior are not only found in small businesses, but also in large companies. Relying on environmental protection stations alone to find problems will definitely fail. We need the courage of all "river leaders" to confront the problem. Although the renovation and improvement of environmental protection facilities for small businesses have been launched, the effectiveness needs to be monitored by multiple parties. Enterprises that reuse reclaimed water need to be regularly monitored to see whether they are actually reusing them. The behavior of leakage and discharge is very secretive, and inspections must be strengthened on rainy days, holidays, and at night. Non-point source pollution from chemical fertilizers and pesticides in the agricultural planting industry is an omission. There are more than 5,000 acres of farmland in the whole street, and the impact on water quality cannot be ignored. The domestic sewage of some industrial enterprises and tertiary industry enterprises has not yet been managed and discharged. How to discover and coordinate this requires an in-depth approach. However, there are policy obstacles in the relevant departments at the district level, and we need to find ways to coordinate. There are still leaks of mud water at construction sites, and daily supervision needs to be strengthened. Fifth, the cooperation between all parties is not tight enough. "Five water resources control" is a province-wide central task, involving various functions such as environmental protection, agricultural water conservancy, urban and rural construction, etc. When problems are found and rectified, only water conservancy stations and new rural offices are responsible for the lack of supporting functions. , Secondly, the work force cannot keep up and requires full cooperation from all functional departments. Some "river chiefs" reported in the preliminary work that to varying degrees, they encountered situations where the relevant street departments were not actively cooperative or even shirkless, resulting in slow rectification and resolution of problems.

As the second-level river chiefs, village-level cadres also attach different importance to and cooperate with the work of the "river chief system". There is a phenomenon of "hot at the top and cold at the bottom", and their territorial functions need to be further developed.

3. Next work requirements

First, strong inspections. River chiefs at all levels must strictly implement the requirement of "measuring" river courses with steps. The source of pollution must be identified, confirmed, verified, and thoroughly investigated, and data must speak for itself. Once water pollution occurs, in addition to investigating the pollution sources in the region, the surrounding rivers must also be investigated, and even traced upstream, and cross-regional investigations can be conducted. Member of the Standing Committee of the District Committee and Secretary of the District Commission for Discipline Inspection Jin Shui Law is the first-level river chief of the Hangzhou-Ningbo Canal. In terms of environmental protection, we must follow the rules of illegal discharge, especially pay attention to important time periods such as rainy days, holidays, and evenings, take the initiative and strengthen inspections; we must focus on low- and small-scale enterprises to see whether water is used in the production process and whether liquid is produced , whether companies with reclaimed water reuse devices are actually reusing it. In terms of agriculture, it is necessary to strengthen the control of non-point source pollution, pay close attention to whether closed livestock and poultry breeding will rebound, and speed up the clearance of small-scale livestock and poultry breeding along the river to prevent it from growing from small to large. In terms of domestic sewage, on the basis of completing the interception and management of domestic sewage in rural areas of the district, the focus should be on accelerating the access of industrial enterprises and tertiary industry enterprises. In terms of urban management and land management, it is necessary to increase efforts to speed up the demolition of violations along the river, comprehensively clear the waste collection points, coal yards and sand fields along the river, and remove accumulations that illegally occupy the space under the bridge.

The fourth is strong coordination. “River chiefs” at all levels must dare to coordinate, and when problems are discovered, they must actively coordinate with relevant functional offices and functional departments of the street to obtain support. Clarify the requirements for street team members to inspect once a week, other first-level river chiefs at the subdistrict to inspect twice a week, and village-level second-level river chiefs to inspect three days a week. 3. Reasonable layout and innovative ideas

Through this initiative, various localities have continuously developed work ideas based on their own actual conditions, making the city's river chief system work a bright spot.

4. Pay close attention to key points and improve water quality

5. Increase investment and guarantee funds
