Article 1 In order to strengthen the management of construction waste, maintain and improve city appearance and environmental sanitation, and promote the construction of ecological civilization, in accordance with the "Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste" and other relevant laws and regulations , these measures are formulated based on the actual situation of this city. Article 2 These Measures shall apply to the disposal activities such as the placement, transportation, consumption, and utilization of construction waste in the urban built-up areas of this city and the areas determined by the county (city) people's government to implement urban management.

The specific scope of urban built-up areas and areas subject to urbanization management shall be determined by the municipal and county (city) people's governments and announced to the public.

Construction waste as mentioned in these Measures refers to the waste generated by units and individuals in the construction, reconstruction, expansion, decoration, repair and demolition of various buildings and structures as well as roads, bridges, pipe networks, greening, water conservancy and other projects. Wastes such as dirt and discarded materials generated during the construction process.

Any hazardous waste among the construction waste specified in the preceding paragraph shall be disposed of in accordance with relevant laws and regulations. Article 3 The disposal of construction waste shall follow the principles of reduction, resource utilization, harmlessness and whoever generates it shall bear the responsibility for disposal. Article 4 People's governments at the municipal and county levels shall strengthen leadership, determine and implement construction waste management goals, coordinate the planning, layout and construction of construction waste disposal facilities, and ensure capital investment in construction waste management. Article 5 The urban management department of the Municipal People's Government is the department in charge of construction waste management in this city and is responsible for the supervision and management of construction waste in the city. The urban management departments of the people's governments at the county level are responsible for the supervision and management of construction waste within their respective jurisdictions.

The competent departments of housing, urban and rural construction, transportation and water conservancy of the people's governments at the municipal and county levels shall be responsible for the supervision and management of construction waste at construction sites in accordance with their respective responsibilities.

The transportation and transportation management departments of the people's governments at the municipal and county levels and the transportation management departments of the public security organs shall be responsible for the supervision and management of construction waste transportation activities in accordance with their respective responsibilities.

The natural resources department of the Municipal People's Government is responsible for the planning and approval of construction waste disposal sites.

The development and reform, ecological environment, finance, market supervision, emergency management and other competent departments of the municipal and county-level people's governments shall do a good job in the management of construction waste in accordance with their respective responsibilities.

Sub-district offices and township (town) people's governments, under the guidance of the urban management departments of the municipal and county-level people's governments, shall do a good job in the daily management of construction waste within their jurisdictions. Article 6 The urban management department of the Municipal People's Government is responsible for establishing a construction waste service management information platform to dynamically manage the following information and disclose it to the public:

(1) Construction waste placement and demand information;

(3) Administrative law enforcement and other information related to construction waste.

The municipal people's government's housing and urban-rural construction, natural resources, ecological environment, transportation, public security agency traffic management, water conservancy and other competent departments shall promptly grasp and provide relevant information to the information platform specified in the preceding paragraph in accordance with their respective responsibilities. Promote the entire process management and control of construction waste.

Encourage construction waste disposal and demand entities to adjust and utilize construction waste through information platforms. Article 7 This city implements a construction waste source classification system. The Municipal People's Government should formulate construction waste classification standards and classification plans and promote construction waste classification.

This city promotes new technologies, new materials, new processes, and new standards such as prefabricated buildings, fully decorated houses, and green building design standards to promote the source reduction of construction waste.

If construction waste can be directly utilized, it should be used directly; if it cannot be directly utilized, it should be comprehensively utilized or harmlessly disposed of.

Encourage resource disposal companies to use mobile equipment to process construction waste on-site.

Article 8 This city implements a responsible person system for the management of construction waste disposal: (1) For construction waste generated during the construction of construction projects, the construction unit is the responsible person; (2) Demolition projects The construction waste generated during construction is the responsibility of the construction unit;

(3) Waste generated by villagers (residents) decorating their residences, self-built houses by individuals who are not required to apply for a construction license according to law, and non-residential decoration For construction waste, in areas where property management is implemented, the entrusted property service company is the responsible person; in areas where property management is not implemented, the owner is the responsible person. Article 9 The construction unit, construction unit or construction waste transportation unit shall submit an application to the urban management department of the Municipal People's Government and obtain approval for the disposal of urban construction waste before disposal.

The urban management department of the Municipal People's Government shall make a decision on whether to approve the application within 20 days after receiving the application. If the application is approved, an approval document shall be issued; if the application is not approved, the applicant shall be notified and the reasons shall be explained.

The specific conditions for approval of urban construction waste disposal shall be implemented in accordance with relevant national regulations. Article 10 The construction unit of the construction project shall be equipped with construction waste management personnel at the construction site, and strengthen the management of the construction site in accordance with the following provisions:

(1) Classify and collect and stack construction waste according to the classification plan;

(2) Timely backfill the construction debris and clear and transport the construction waste. If it cannot be timely backfilled or clear, implement dust prevention, anti-seepage, anti-landslide and other measures;
