In order to further strengthen the safety management of fireworks and firecrackers, prevent the occurrence of fires and explosions caused by fireworks and firecrackers, ensure the production and storage safety of chemical and other flammable and explosive enterprises in the whole region, and ensure the safety of people's lives and property, According to the requirements of the Law of the People's Republic of China on Public Security Administration Punishment, the Regulations on the Safety Management of Fireworks and Firecrackers, the Implementation Measures for the Business License of Fireworks and Firecrackers, and the Safety Regulations for the Production and Operation of Fireworks and Firecrackers, combined with the actual situation in our district, The relevant matters concerning the prohibition of setting off fireworks and firecrackers in the surrounding areas of inflammable and explosive enterprises such as chemical industry and important places are hereby notified as follows:

1. It is forbidden to set off fireworks and firecrackers in the following places and surrounding areas:

Quangang Petrochemical Industrial Park and its safety control area, especially within the safety protection distance of enterprises such as United Petrochemical, Meizhou Bay Chlor-Alkali, Dongxin Petrochemical, Tianyuan Chemical, Kemeite Gas, Quangang Oil Depot, Zhenrong Petrochemical and Donggang Petrochemical;

Other inflammable and explosive goods production and storage units, especially those inflammable and explosive enterprises such as gas stations, Decheng Resin, Walbao Resin, Dadi Petrochemical, Deli Chemical, Yuansheng Industry and Trade, Zhongping Shenma, Hua Fu Melamine, Huaxing Gas, Dasheng Gas, Xingang Liquefied Gas and Zechuan Liquefied Gas, are within the safety protection distance;

cultural relics protection units;

transportation hubs such as stations and docks and railway line safety protection zones;

within the safety protection zone of power transmission and transformation facilities;

medical institutions, kindergartens, primary and secondary schools, nursing homes, shopping malls and other densely populated places;

state organs, important military facilities, forests and other key fire prevention areas.

2. The property units or users of the above-mentioned prohibited discharge areas or places should draw the boundaries of their own safety fire zones before January 18, and the people's governments of towns should convene the property units or users of the prohibited discharge areas or places within their respective jurisdictions to study and determine the boundaries of the prohibited discharge areas before January 25, set up warning signs at the boundaries, and announce them to the public in a timely manner.

Third, the people's governments of towns, police stations and villages should strengthen supervision measures and intensify supervision. Towns should organize villages under their jurisdiction to set up rectification teams, and police stations should set up supervision teams to strengthen daily inspections, especially in the peak period of fireworks and firecrackers, and educate and investigate the behavior of fireworks and firecrackers in the restricted area. Towns and villages should publicize in all directions within their respective jurisdictions, and urge property units or users of forbidden areas or places to set up and post warning signs and publicity slogans, so as to be well-known and urge the broad masses to consciously abide by this circular and relevant regulations.

4. Any unit or individual shall consciously abide by relevant laws, regulations and rules, and shall not set off fireworks and firecrackers in the restricted area, and shall have the right to dissuade and report violations of fireworks and firecrackers safety management regulations to public security, market supervision, emergency management and other departments. The relevant functional departments shall, in accordance with their respective responsibilities, promptly accept reports and organize investigations.

If the illegal discharge of fireworks and firecrackers causes property losses or personal injuries to the state, the collective and others, they shall bear corresponding economic compensation responsibilities according to law, and if the case constitutes a crime, they shall be investigated for criminal responsibility according to law.
