Article 2 These Regulations shall apply to the planning, construction, use and management of parking lots within the urban planning areas of this city. Article 3 The relevant terms in these regulations have the following meanings:

(1) Parking lot refers to an open-air or indoor place that provides motor vehicle parking services, including public parking lots, special parking lots and roads Parking space.

(2) Public parking lots refer to places that are independently or supportingly constructed according to planning and set up on land outside the road to provide motor vehicle parking services to the public.

(3) Special parking lots refer to places that mainly provide motor vehicle parking services for this unit and this residential area.

(4) Road parking spaces refer to places that are uniformly designated within the scope of urban roads in accordance with the law and provide temporary parking services for motor vehicles to the public.

(5) Parking lot operators refer to natural persons, legal persons and other organizations that provide paid parking services for motor vehicles to the public. Article 4 The planning, construction, use and management of parking lots shall follow the principles of scientific planning, supporting construction, standardized use and effective management. Article 5 The Municipal People's Government shall strengthen the organizational leadership of parking lot planning, construction, use and management, establish and improve coordination mechanisms, and study and solve major problems. Article 6 The municipal urban and rural planning department is responsible for organizing the preparation of special parking lot plans, as well as the planning, construction and management of public parking lots and special parking lots.

The municipal development and reform, land, construction, public security traffic management, urban management, transportation, finance, industry and commerce, civil air defense, price, fire protection and other departments shall coordinate and plan parking lots within the scope of their respective responsibilities. , construction, use and management related work.

If the administrative penalties stipulated in these Regulations fall within the scope of relatively centralized administrative penalty powers approved by the State Council or the People's Government of the autonomous region, they shall be implemented by the administrative agencies determined by the Municipal People's Government. Article 7 The Municipal People's Government shall increase investment in the construction of public parking lots and formulate preferential policies to guide and encourage social forces to invest in the construction of public parking lots and special parking lots, including three-dimensional and underground parking lots.

Promote the application of intelligent and information-based parking equipment and parking guidance systems, and accelerate the application of high and new technologies in the parking field. Article 8 Public parking lots, road parking spaces and special parking lots that provide services to public vehicles may charge parking service fees in accordance with the law.

Parking service charging standards shall be determined by the price department of the Municipal People's Government in accordance with relevant national and autonomous region regulations. Chapter 2 Planning and Construction Article 9 The municipal urban and rural planning department shall, in conjunction with the municipal construction, land, public security, urban management and other departments, organize the preparation of a special parking lot plan based on urban planning and traffic demand conditions, and organize the preparation of a special parking lot plan and annual The land supply plan shall formulate an annual parking lot construction plan and submit it to the Municipal People's Government for approval before implementation. Article 10 The Municipal People's Government shall, based on the demand for motor vehicle parking, plan and construct public parking lots in areas with tight parking conditions and in concentrated areas where public transportation and private vehicles transfer. Article 11 The municipal department in charge of urban and rural planning shall organize the formulation of standards for parking spaces in buildings based on urban traffic development and changes in parking demand, and solicit opinions from the municipal public security organs, traffic management, urban management, transportation and other departments as well as all sectors of society. , and will be announced and implemented after being submitted to the Municipal People's Government for approval.

The standards for building parking spaces should clearly define the ratio of public parking spaces to dedicated parking spaces.

Building parking space allocation standards should be evaluated every two years and adjusted based on the evaluation results. Article 12 Regarding the design plan of the parking lot, the municipal urban and rural planning department shall seek the opinions of the traffic management department of the municipal public security organ before reviewing and handling the planning permit procedures.

The parking lot construction unit shall organize the construction according to the design plan of the parking lot and shall not make any changes without authorization; if changes are really necessary, they shall report to the original approval department for approval. The number of parking spaces after the change shall not be less than the construction standard. Article 13 When constructing, renovating or expanding public buildings, commercial blocks, residential areas, tourist areas, large (medium) buildings, etc., parking lots shall be constructed or added in accordance with parking space allocation standards and relevant design plans. .

The supporting parking lot shall be planned, designed, constructed, inspected and delivered for use at the same time as the main project.

Parking lots that have been built or put into use may not be deactivated or used for other purposes without authorization. Article 14 The Municipal People's Government shall formulate technical standards for unified networking of parking lot information, realize information interconnection and sharing, and promote the integrated development of parking and the Internet.

The traffic management department of the municipal public security organ shall establish a public parking information system in conjunction with the municipal urban and rural planning, urban management, transportation and other departments, and release parking service information to the public in a timely manner. Article 15 The planning and construction of parking lots shall facilitate the popularization and promotion of new energy vehicles such as electric vehicles, and set up parking spaces and charging facilities for new energy vehicles.
