Yes. Motorcycles are generally not allowed on viaducts, but the Xiaolan Waterway Bridge is accessible if there are no viaducts prohibiting motorcycles. The "Road Traffic Safety Law of the People's Republic of China" does not say that motorcycles cannot be driven on highways.
