Wang Min said that the place where he lives is about 50 meters away from the construction site of Boyuan Construction, and the loud noise of the construction site at night is very disturbing.

At around 1 a.m. on the 5th, Wang Min, who was tossing and turning and unable to sleep, picked up her mobile phone and dialed the 12345 government service hotline to lodge a complaint. 40 minutes later, Wang Min received a reply saying that the Jiyang District Urban Management Bureau of Sanya City had ordered the construction site to stop construction. However, not long after, Wang Min heard a huge noise again. So, she had no choice but to call 12345 to complain again. Wang Min told reporters that she had called the complaint number several times that day. After coordination and communication through 12345, Jiyang District urban management personnel did go to the construction site to deal with the problem. However, as soon as the urban management left, the construction site would continue to work.

"Around 3 o'clock, 12345 told me again that the urban management had ordered the work to stop, but the noise came again half an hour later, and I couldn't sleep the whole night." Wang Min said very distressed.

A reporter from Nanhai.com came to Ronggen Community for a visit. In an alley near the Boyuan Construction site, a hotel front desk staff told reporters that due to the loud construction noise at the construction site, guests are usually arranged to stay in rooms far away from the construction site. "Sometimes construction continues from night to 5 or 6 in the morning!" the front desk said.

Subsequently, the reporter came to the Boyuan construction site and saw that the "Civilized Construction" column of the public notice board at the gate of the construction site clearly stated, "Measures for not disturbing residents should be formulated at the construction site, and night construction must be carried out after Approved by relevant departments." On the wall on the other side, the reporter found a damaged "Construction Night Work Permit" dated January 22, 2016. Apart from this, no other license certificates or public notices were found. However, the reality is contrary to the words on the wall. A project execution manager of Boyuan Construction told reporters that the night construction was because concrete mixing had to be operated continuously, and now there are traffic restrictions in Sanya urban area, so large engineering vehicles can only drive into the urban area at night. The reporter asked whether a night operation permit was obtained on the day of construction. After asking the specific person in charge on the phone, the manager admitted that since night operation permits would not be approved on weekends, the relevant permission was not obtained that day. Units that need to carry out construction from 22:00 pm to 6:00 am the next morning due to special processes or special reasons must be reviewed and certified by the Municipal Housing and Urban-Rural Development Bureau for processes that seriously affect the surrounding environment and residents' rest.
