Legal analysis: In order to strengthen production safety in the grain industry, prevent and reduce production safety accidents, safeguard people's lives and property safety, and promote the safe development of grain and oil storage, this specification is formulated in accordance with the Safety Production Law, the Measures for the Administration of Grain and Oil Storage and other relevant laws, regulations and technical standards.

The work of safe production in the grain industry follows the concept of "people-oriented, life first and safe development" and implements the policy of "safety first, prevention first and comprehensive management".

This code is a code of conduct that must be observed in the operation and management of grain depots, and is applicable to all kinds of grain and oil storage units.

Legal basis: Article 1 of the Code for Safe Production of Grain Depots stipulates that granaries must be designed by qualified units. The granary should make and install a granary design instruction sign, indicating the design unit, year, grain storage variety, storage form, grain loading height, storage capacity and service life. Granary, used to guide and check the grain storage, it is strictly prohibited to overload the grain storage. The first loading of grain in the granary should be carried out according to the design requirements. The granary not designed by the corresponding qualification unit must entrust the corresponding qualification design unit to demonstrate whether it meets the requirements of structural safety and grain storage technology, and it is strictly forbidden to store grain directly without demonstration. The granary that has exceeded the service life of the designed structure must be entrusted with a housing appraisal institution with corresponding qualifications for appraisal, and whether it can continue to be loaded with grain can be determined according to the appraisal conclusion.

Before loading grain in the granary or during routine inspection, check whether the top of the granary leaks, whether there are cracks in the wall and ground of the granary, whether there is settlement on the ground, whether the doors and windows are damaged, and whether the ancillary facilities such as escalators are in good condition; Check whether the anti-rust paint of the steel silo falls off, whether the bolts and gaskets are loose, whether the load-bearing part connected with the civil works is abnormal, and whether the ground is settled. If there is any abnormality, it must be handled effectively.

Before filling the oil tank, or during routine inspection, check whether the welding seam of the oil tank is intact, whether the top cover, manhole, measuring hole and exhaust hole of the oil tank are normal, whether the bolts at the bottom of the oil tank are loose, whether the gaskets are intact, and whether the sealing of the tank farm and pipeline valves is reliable. If there is any abnormality, it must be handled effectively.
