If laws and regulations have other provisions on water conservation and supervision and management activities, those provisions shall prevail.

The term "water conservation" as mentioned in these Regulations refers to various activities that take administrative, economic, technical, management and other comprehensive measures to adjust the water use structure, reduce water resource consumption and losses, and utilize water resources reasonably and efficiently. Article 3 Water conservation work follows the principles of water conservation priority, overall planning, total volume control, quota management, rational allocation, and efficient utilization. Article 4 When developing and utilizing water resources, priority should be given to the use of surface water, restrictions on the exploitation of groundwater, and full utilization of unconventional water.

Establish a water conservation mechanism with government leadership, market regulation and public participation. Article 5 The municipal and county (district) people's governments shall incorporate water conservation work into the national economic and social development plans and annual plans, organize the preparation and implementation of special plans for water conservation, cultivate and develop water conservation industries, and formulate water conservation policies and incentives , ensure capital investment in water conservation, establish and improve water conservation management mechanisms and service systems, improve water conservation responsibility systems, support the research and development and promotion of water conservation technologies and products, and promote water conservation throughout society.

Article 6 The water administrative departments of the municipal and county (district) people’s governments are responsible for the supervision and management of water conservation within their respective administrative regions.

Chapter 2 Water Conservation Management Article 9 The water administrative departments of the municipal and county (district) people's governments shall, in conjunction with relevant departments, prepare water conservation plans in accordance with the national and Gansu Province water conservation plans and in combination with the economic and social development level and water resources conditions of the administrative region. Special plans for water use areas shall be submitted to the people's government at the same level for approval.

Article 11 Municipal, county (district) people's governments shall strictly implement regional total water consumption and intensity control, and establish a total water consumption and water intensity control indicator system covering their respective administrative regions.

The development and reform administrative departments of the municipal and county (district) people's governments, in conjunction with the water administrative departments, determine the amount of water that can be used by this administrative region based on water quotas, economic and technical conditions, water distribution plans and annual forecasted water volumes. of water, formulate annual water use plans, and implement total annual water consumption control within the administrative region.

Article 12: Implement planned water management system. Units planning to use water should submit water use planning proposals for the next year to the water administrative department before the end of each year. The water administrative department, together with other water supply administrative departments, shall approve the water use plan of the water use unit based on the annual total water consumption control indicators, water use quotas and water use records of the water use units in the administrative region, and in accordance with the principles of overall coordination, comprehensive balance, and leaving room for room.

Planned water use units shall use water in accordance with the approved planned water use indicators. Those who have not obtained the planned water use indicators shall not use water without authorization.
