(2) All parties to the project should improve the security system and implement the main responsibility. Most construction, construction and supervision enterprises can implement the main responsibility, improve the safety management system, actively carry out self-examination and self-correction, and steadily improve the level of safe and civilized construction in accordance with the requirements of national, provincial and municipal laws, regulations, norms and standards on safety production. (3) All parties involved in the project construction should improve civilized construction standards and implement green construction. The green and civilized construction focusing on the prevention and control of construction dust has achieved fruitful results and has been strictly implemented in the construction site? High standard enclosure, no silt at the exit, no dust at the construction site, full coverage of bare soil and complete dust suppression facilities? Third, the main problems

(2) The project safety management of some construction enterprises is out of line. Some construction units entrust projects through contracts without seriously organizing safety inspections. (3) Safety management measures for dangerous projects are not in place. First, some enterprises do not pay enough attention to dangerous sub-projects exceeding a certain scale. The requirements of the Notice on Further Strengthening the Safety Management of Dangerous Sub-projects issued by the Provincial Department of Housing and Urban-Rural Development (E.H.D. [2065438+04] No.43) were not seriously implemented, and targeted safety hazard inspection and rectification measures were not formulated according to the actual situation of dangerous sub-projects, so there were major safety hazards at the site. For example, the high slope project of the deep foundation pit of Building 9, Phase II of Yichang Hu Axiang Modern Business Logistics Center, which was constructed by the First Construction Engineering Co., Ltd. of China Construction Fourth Bureau and supervised by Yichang Pinghu Engineering Construction Supervision Co., Ltd., was ordered to stop work and rectify due to major safety hazards on site. Second, some enterprises are lax in the construction management of dangerous sub-projects, and some engineering contractors pay insufficient attention to dangerous sub-projects such as tall scaffolding, formwork support and construction electricity. , and the special plan is incomplete or not strictly implemented, and the acceptance data is not true, resulting in major security risks on the site. For example, the special planning of Yidu Public Security Bureau's new business and technical housing project, which was undertaken by Hubei Yuan 'an Hailong Construction Co., Ltd. and supervised by Hubei Dajing Construction Project Management Co., Ltd., was incomplete.

(d) Some enterprises do not pay enough attention to civilized construction, and dust prevention measures cannot meet the relevant regulations of Yi Shi Housing Construction Committee. The enclosure of some projects is deformed or damaged, the responsibility system for dust prevention and control has not been implemented in the construction site, effective overall dust reduction measures have not been taken, or the equipment has not been used as required to achieve dust prevention effect. For example, the civilized construction measures of BRT dispatching center and parking lot phase I project undertaken by Hong Xin Construction Group Co., Ltd., Jiangshan Duojiao phase V project undertaken by Huashen Construction Group Co., Ltd. 1#, 3# building and basement project are not in place.

(E) Some supervisors have a weak sense of safety. Did not fully fulfill the safety production supervision responsibilities stipulated in the Regulations on the Administration of Safety Production in Construction Projects and the Opinions of the Ministry of Construction on Implementing the Safety Production Supervision Responsibility in Construction Projects (Jianshi [2006] No.248). The supervision unit failed to fulfill its responsibilities and urged the construction unit to investigate hidden dangers and implement rectification.
