Dear leaders, teachers and students,

Good morning! The topic of my speech is "Grasping the characteristics of the times of a harmonious society and building a harmonious socialist society". The Fourth Plenary Session of the 16th CPC Central Committee clearly put forward "building a harmonious socialist society". "Harmony" once became the most beautiful term in our society, and "harmony" also gained the most extensive social recognition. So what exactly is a harmonious society? What are the characteristics of a harmonious society? In an important speech, General Secretary Hu Jintao described it this way: "The socialist harmonious society we want to build should be a society with democracy and the rule of law, fairness and justice, honesty and friendship, full of vitality, stability and order, and harmony between man and nature." The enlightenment lies in that General Secretary Hu Jintao made a highly incisive summary of the socialist harmonious society with great vision and majestic momentum. This conclusion is the construction of our party. This paper also shows the characteristics of the times of a harmonious socialist society. That is:

First, democracy and the rule of law. Building a harmonious society is a socialist material civilization, spiritual civilization and political civilization.

The organic unity of civilization and material civilization are the material basis for building a harmonious society, while democracy and the rule of law are the most important features of political civilization and a powerful political guarantee for building a harmonious society. At present, there are still some "disharmonious" social phenomena in China, such as corruption, "three rural issues", social security issues, regional disparities and the gap between the rich and the poor, population, resources and environmental problems, and some problems have caused serious social impacts. To solve these problems reasonably, we must rely on the democratic system.

Second, fairness and justice. Adhering to and realizing fairness and justice is one of the important guarantees of a harmonious society. Fairness and justice are not only reflected in distribution, but also run through the economic, legal and moral levels. The regional differences in college entrance examination have caused a huge gap in personal destiny. The disparity between the rich and the poor caused by the unfair starting point between urban and rural areas; Uneven income distribution caused by unfair industries and so on are all caused by unfair policies. It is worth noting that the maintenance and realization of fairness and justice is not the equality between the rich and the poor in the traditional sense. China people's concept of absolute fairness, which is "not suffering from widowhood but suffering from inequality", is vulgar and outdated. Therefore, the principles of giving priority to efficiency and giving consideration to fairness, encouraging competition, advocating the consistency of getting rich first, procedural justice and substantive justice, and supporting and helping the disadvantaged groups from weak to strong should all be respected and observed.

Third, honesty and friendship means that the whole society helps each other, is honest and trustworthy, and all people are equal, friendly and live in harmony. Honesty and friendship are the moral foundation of a harmonious society. Honesty and friendship are not only the fine moral tradition of the Chinese nation, but also the common wealth and universal value of human civilization. When we are desperately pursuing economic wealth, we feel a deep fear and crisis from the bottom of our hearts. How many of us seem to have nothing but money, so some people say that "it is better to eat Deng Xiaoping's meat than Chairman Mao's soup", which has become the most urgent voice in our society. Honesty and friendship have become our scarcest moral resources at present. The "Eight Honors and Eight Disgraces" put forward by General Secretary Hu Jintao is a timely rain for our Chinese nation, which has become our moral benchmark. Honesty and friendship are all moral standards.

Fourth, full of vitality. Social vitality is the source and motive force of historical progress and development, and social vitality is the guarantee for the sustained growth of social productive forces. Without social vitality, everything will be rigid and the construction of a harmonious society will lose its support.

So where does social vitality come from? I think institutional guarantee is the key and institutional innovation is the foundation. On the road of building a well-off society in an all-round way, since the reform and opening up, we have relied on the advantages of human resources, introduced foreign capital, and made excessive use of resources and energy to maintain rapid economic growth. However, with the growth of China's GDP, our original advantages and vitality are gone, so where does the vitality come from? That is independent innovation. A few days ago, it was reported on TV that Shenzhen Huawei Group, the leading high-tech private enterprise in China, led the world in many network technologies by independent innovation. Hu, who just graduated from a university, has been working in Huawei for just over a year and has been reduced to a research and development position, and all kinds of comments are overwhelming. But I feel very sorry that this young man named Hu died young. However, the "wolf spirit" of Huawei people.

Fifth, stability and order. What is stability and order? That is, the social organization mechanism is sound, the social management is perfect, the social order is good, the people live and work in peace and contentment, and the society maintains stability and unity. The Fourth Plenary Session of the 16th CPC Central Committee clearly stated: "It is necessary to establish and improve the social management pattern of party committee leadership, government responsibility, social coordination and public participation." The organic operation of this management mode will surely provide a strong guarantee for social stability and order.

Sixth, people live in harmony with nature, and its basic connotation is the development of production, affluent life and good ecology. Taking "harmony between man and nature" as one of the basic characteristics of a harmonious socialist society is not only a correct orientation of the relationship between man and nature, but also a new realm of our party's understanding of the characteristics of socialist society. The relationship between man and nature, from the awe of nature since ancient times to the conquest of nature at the other extreme. Humans have already suffered the consequences of destroying the ecological environment. On the road of building Socialism with Chinese characteristics, due to a period of neglect, China's ecological environment has become very fragile. If we don't pull back from the cliff in time, the environment we live in will become unfit for human habitation, and we will become sinners with a long history for future generations.

So, how to live in harmony with nature? That is, to achieve the realm of harmony between man and nature? Nothing more than handling four relationships, namely, correctly understanding nature, rationally transforming nature, making full use of nature and effectively protecting nature. Only in this way can we develop production and life, maintain ecology and achieve harmony between man and nature.

In short, on the road of building Socialism with Chinese characteristics, we can only build a harmonious socialist society by taking Scientific Outlook on Development as the guide, insisting on people-oriented, independent innovation and grasping the characteristics of the times.
