Article 2 These regulations apply to marine fishery vessels, facilities and personnel under the jurisdiction of our province and other vessels, facilities and personnel entering and leaving coastal fishing ports and fishing port waters of our province, as well as the owners and operators of vessels and facilities. Article 3 In the management of marine fishery production safety, we must implement the policy of “safety first, prevention first” and adhere to the principle of “management of production must manage safety”. Chapter 2 Management of Fishing Vessels and Crews Article 7 Fishing vessels must undergo inspection and registration procedures in accordance with regulations, and obtain corresponding ship technical certificates, navigation visa books, ship nationality (registration) certificates, fishery licenses, ship household registers and Only with valid certificates and certificates such as boat citizen certificates can they engage in fishery production. Article 9 Fishing vessels must be equipped with fire-fighting, life-saving, communications, navigation aids, lights, shapes, sounds, flags and other equipment in accordance with regulations, and must be installed and stored in accordance with regulations. Fishing vessels with more than 60 horsepower are equipped in accordance with relevant national regulations; fishing vessels with less than 59 horsepower are equipped in accordance with the "Shandong Province Small Fishing Boat Safety Production Code". Article 10 The name, number, and port of registry of a fishing vessel must be registered and approved by the fishing port supervisory authority, and then written and fixed in accordance with regulations.
(1) Fishing vessels with more than 60 horsepower, owned by state-owned and collective enterprises, shall be registered by the affiliated units; those owned by self-employed individuals and private enterprises shall be registered by the shipyard designated by the fishing port supervision agency.
(2) Fishing vessels with a power of less than 59 horsepower shall be issued a unified fishing vessel license plate by the fishing port supervision agency, which shall be fixed in the prescribed position.
Changing the name, number, and port of registry of a fishing vessel must be approved by the original approval and registration authority. Article 11 Vessels entering and leaving a fishing port must apply for a visa by the fishing port supervision agency, undergo safety supervision and inspection, and obey the instructions of the fishing port supervision and port dispatching personnel. It is strictly prohibited to operate at high speed or compete for berths in the harbor; it is strictly prohibited to park, set up nets or fish in waterways or prohibited anchorage areas. Article 12 When fishing vessels are moored or anchored, sufficient personnel on duty must be left to ensure safety and ready operation, and effective measures to prevent wind, fire, theft, freezing, and gas poisoning must be taken. Article 13 It is strictly prohibited for fishing vessels to overload, carry passengers and carry dangerous goods. Fishing vessels are prohibited from changing the nature of their operations without authorization. Article 14 It is strictly prohibited for fishing vessels to operate beyond the navigation zone or beyond the wind resistance level.
(1) When various types of fishing vessels berthed in the port hear wind forecasts of level 5 or above or encounter winds of level 5 or above, they shall handle the matter in accordance with the following regulations:

2. In case of strong winds above level 6, fishing vessels with less than 60 horsepower are not allowed to go to sea;

4. In case of strong winds above level 8, all fishing vessels are not allowed to go to sea.
(2) All types of fishing vessels operating at sea must stop operations immediately when they hear or encounter the corresponding wind force specified in the preceding paragraph, and take effective wind resistance and shelter measures.
