At present, there is no so-called "slogan of the 18th National Congress" on formal occasions, but the theme of the 18th National Congress. Every national congress of the Party has a theme. The theme of the 18th National Congress of the Communist Party of China is to hold high the great banner of Socialism with Chinese characteristics, take Deng Xiaoping Theory, Theory of Three Represents and Scientific Outlook on Development as the guidance, emancipate the mind, carry out reform and opening-up, gather strength, overcome difficulties, unswervingly advance along the road of Socialism with Chinese characteristics, and strive to build a well-off society in an all-round way.

This theme emphasizes four core issues related to the overall work of the party and the state.

The first issue is the flag. Holding high the great banner of Socialism with Chinese characteristics is to emphasize that Socialism with Chinese characteristics is the banner of the development and progress of contemporary China, and it is also the banner of the United struggle of the whole party and people of all ethnic groups throughout the country. We must unswervingly adhere to and develop Socialism with Chinese characteristics under the guidance of Deng Xiaoping Theory, Theory of Three Represents and Scientific Outlook on Development, and firmly grasp the correct direction of China's development and progress;

The second is the mental state problem. Emancipating the mind, reforming and opening up, rallying strength and overcoming difficulties are to emphasize that emancipating the mind has always been a powerful ideological weapon to promote the development of the cause of the party and the people, and reform and opening up has always been a powerful driving force to promote the development of the cause of the party and the people. We must unswervingly push forward reform and opening up, never be rigid or stagnant, unite all forces that can be United, mobilize all positive factors that can be mobilized, and overcome all difficulties and risks on the way forward with confidence;

The third is the road problem. Unswervingly marching along the road of Socialism with Chinese characteristics means emphasizing that under the conditions of profound changes in the international and domestic situation and new opportunities and challenges facing China's reform, development and stability, we must unswervingly follow the correct path pioneered by the party and the people in long-term practice, not afraid of any risks and not confused by any interference;
