How to understand the policy of "active prevention and highlighting key points" in confidentiality work?

“Active prevention” is the prerequisite for confidentiality work. On the one hand, we emphasize that the foothold and focus of our work should be on prevention, proactively work ahead, maximize the safety factor of state secrets, eliminate hidden dangers, and prevent leaks. On the other hand, once a leak occurs, remedial measures must be taken as soon as possible to minimize the loss and avoid similar incidents from happening. To take active precautions, firstly, one must be vigilant and have a strong awareness of confidentiality; secondly, one must abide by various confidentiality systems. The confidentiality system is the guarantee for good confidentiality work. Only by conscientiously complying with various confidentiality systems and taking precautions before they occur can we do a good job in confidentiality. The key points should be highlighted in confidentiality work. The core is to ensure the security of the country's core secrets and prevent the key points from being grasped. Highlighting the key points has the following four meanings: First, considering the level of state secrets, top secrets (i.e. core secrets) are the focus of confidentiality work. The "Secrecy Law" specifically stipulates the management and access scope of top-secret state secrets. Undoubtedly, the focus of confidentiality work is to ensure top-secret state secrets. However, for different departments and units, the focus is relative. For example, although a certain department or unit does not produce top-secret information, it does not mean that confidentiality has no focus. Second, from the perspective of the distribution of state secrets, the focus is on areas, departments, units and locations where state secrets are concentrated. 3. Considering the targets of the work, leading cadres, especially senior leading cadres, civil servants in key departments of the party, government and military agencies, and important confidential personnel are the focus of confidentiality work.
