In order to further strengthen the work of banning drug species and eradicating drugs in our province, severely crack down on the illegal cultivation of opium poppies and other original drug plants, and purify the social environment , According to the relevant provisions of the "Criminal Law of the People's Republic of China", the Anti-Drug Law of the People's Republic of China, the "Public Security Administration Punishment Law of the People's Republic of China" and the "Shandong Provincial Anti-Drug Regulations", the Shandong Provincial Public Security Bureau The Shandong Provincial Narcotics Control Office jointly issued the "Notice on Eradication of the Original Plants of Drugs".

1. It is strictly prohibited for any unit or individual to illegally grow opium poppy, marijuana and other original drug plants; it is strictly prohibited to illegally buy, transport, carry, and possess uninactivated original drug plant seeds or seedlings; it is strictly prohibited to illegally transport, Buy, sell, store and use poppy husks.

2. It is strictly prohibited for food producers and operators to add poppy shells, poppy seeds, poppy seedlings and other original drug plants and their illegal products in food.

3. Anyone who takes the initiative to eradicate the original drug plants or voluntarily surrenders the illegally held seeds, seedlings and poppy shells of the original drug plants may be given a lighter, reduced or exempted punishment in accordance with the law.

4. Anyone who illegally grows less than 500 original drug plants and does not take the initiative to eradicate them will be punished by public security organs in accordance with the law; anyone who illegally grows more than 500 original drug plants and does not take the initiative to eradicate them will be punished in accordance with the law. Investigate criminal liability; illegally cultivated original drug plants must be forcibly eradicated.

5. Every citizen has the obligation to report and expose the illegal cultivation of original drug plants and other drug-related illegal and criminal activities. For those who actively report the illegal planting of original drug plants, report the illegal sale, transportation, carrying, and possession of uninactivated original drug plant seeds or seedlings, report the illegal transportation, sale, storage, and use of poppy shells, they will be punished in accordance with the "Shandong Province Drugs "Measures for Rewards for Reporting Violations and Crimes" provides rewards ranging from RMB 500 to RMB 10,000.

6. People’s governments at or above the county level should strengthen publicity on prohibited species and regularly organize public security, agriculture, forestry and other relevant functional departments to conduct inspections on illegally growing original drug plants. If people's governments at all levels discover illegal cultivation of original drug plants, they should immediately take measures to stop and eradicate it. If villagers' committees or residents' committees discover illegal planting of original drug plants, they should stop and eradicate them promptly and report to the local public security organs.

7. After May 15, because people’s governments at all levels and relevant departments failed to perform their duties of banning and eradicating drugs, illegal cultivation was discovered by the national or provincial anti-drug offices or by drone aerial surveys. If opium poppy and other original drug plants meet the standards for key rectification, they will be graded and classified for key rectification in accordance with relevant regulations.
