Chapter II Planning and Construction Article 8 The people's governments at or above the county level shall organize meteorological departments and other relevant departments to formulate meteorological disaster prevention plans within their respective administrative areas, conduct meteorological disaster surveys, formulate and improve disaster prevention and mitigation measures, and make overall plans for emergency infrastructure projects to prevent meteorological disasters according to the disaster distribution, prone areas, main disaster-causing factors and the meteorological disaster prevention plans at the next higher level. Ninth meteorological disaster prevention planning mainly includes the following contents:
(1) the guiding ideology, principles, objectives and tasks of meteorological disaster prevention;
(2) Forecast, investigation and evaluation of the present situation and development trend of meteorological disasters;
(3) key periods, key defense areas and defense standards for meteorological disaster prevention;
(4) meteorological disaster prevention mechanism and departmental responsibilities;
(5) meteorological disaster prevention system and related infrastructure construction. Article 1 The competent meteorological department at or above the county level shall, jointly with the relevant departments of the people's government at the same level, formulate a meteorological disaster prevention plan based on the meteorological disaster prevention plan, and report it to the people's government at the same level for approval before promulgation and implementation. The meteorological disaster prevention plan shall be revised in a timely manner according to the actual situation. Article 11 People's governments at or above the county level shall strengthen the capacity building of meteorological disaster monitoring and early warning, increase the monitoring density, improve the monitoring level, build a three-dimensional monitoring system of meteorological disasters, establish a network system of disaster monitoring, early warning and forecasting, and improve the comprehensive monitoring capacity of meteorological disasters and their secondary disasters. Twelfth people's governments at or above the county level shall, in accordance with the statutory standards, delimit the scope of environmental protection for meteorological observation, and incorporate the scope of protection into urban planning or town planning.
no organization or individual may commit any act that endangers or may endanger the meteorological observation environment within the protection scope of the meteorological observation environment. In cities, towns, meteorological disaster-prone areas and key meteorological disaster prevention areas, establish automatic meteorological disaster monitoring outlets and set up warning signs in meteorological disaster-prone areas; In prominent locations in cities and towns, densely populated residential areas, tourist attractions, airports, stations, highways, schools, places where key projects are located, facilities for meteorological disaster monitoring and early warning information release shall be established as needed. Fourteenth meteorological disaster monitoring and early warning facilities shall be protected according to law, and no unit or individual may occupy, damage or move them without authorization.
when meteorological disaster monitoring and early warning facilities are damaged due to force majeure, the local people's government shall take emergency measures to organize the repair. chapter iii monitoring and early warning article 15 the people's governments at or above the county level shall, in accordance with the principle of rational distribution and effective utilization, organize the establishment of meteorological disaster monitoring networks in their respective administrative areas and gradually establish township automatic weather stations.
the member units of meteorological disaster monitoring network include meteorological offices and stations belonging to the competent meteorological department and meteorological observation (monitoring) stations and outposts belonging to other relevant departments and units, and their work is under the unified supervision and guidance of the competent meteorological department.
