What do port master plan and special development plan mean?

According to the port development planning information released by the customs during the 14th Five-Year Plan.

1. Port master plan. Ports will play a more important role in building a new development pattern with domestic macro-cycle as the main body and domestic and international dual-cycle promoting each other, coordinating development and security, effectively preventing and resolving various risk challenges, opening to the outside world at a high level, and participating in the reform and construction of global governance system.

2. Special development plan. Carry out comprehensive performance evaluation of ports in an all-round way, optimize port layout around hub ports, explore the implementation of dynamic management of port classification, comprehensively push forward key breakthroughs, strengthen port infrastructure construction, further promote intelligent port construction, strengthen joint prevention and control system of port security, build a market-oriented and legalized international port business environment, actively promote port economic development, further promote port legalization construction, strengthen exchanges and cooperation between Hong Kong, Macao and international ports, and promote green port construction.
