"Measures for the Supervision and Administration of Electric Power Production Safety"

Article 7 The main person in charge of an electric power enterprise shall be fully responsible for the safety production work of the unit. Employees of electric power enterprises shall perform their obligations in safety production in accordance with the law.

Article 8 Electric power enterprises shall perform the following basic responsibilities for power safety production management:

(1) Develop and implement the unit’s power safety regulations in accordance with national laws, regulations, systems and standards on production safety Production management systems and procedures;

(2) Establish and improve the power safety production guarantee system and supervision system, and implement safety production responsibilities;

(3) Set up safety production facilities in accordance with relevant national laws and regulations Management agency and equipped with full-time safety management personnel;

(4) Withdraw and use electric power safety production fees in accordance with regulations, specifically for improving safety production conditions;

Article 9 Power generation enterprises shall carry out safety registration of hydropower station dams in accordance with regulations, carry out regular dam safety inspections and informatization construction work; carry out safety filings for ash storage sites of coal-fired power plants, and carry out safety inspections and regular safety assessments.

Article 10 Electric power construction units shall bear overall management responsibility for the construction safety and project quality and safety of electric power construction projects, perform project organization, coordination and supervision responsibilities, and report the safety production management status of electric power project projects in accordance with regulations. Register with the local dispatched agency and apply for engineering project quality supervision registration with the relevant power engineering quality supervision agency.

Article 11: Power supply enterprises shall cooperate with local governments to provide technical guidance to power users on the safe use of electricity.
