In order to meet the new requirements of the current ecological civilization construction for the functional orientation of the recycling and processing industry of renewable resources, the disposal function of the sorting center of urban recyclables should be increased, the safety, environmental protection and quality management norms in the construction and sorting and processing process should be further strictly implemented, and the service capacity of the sorting center for the comprehensive management of urban environment should be improved. According to the requirements of "20 17 standard project plan for circulation industry" (commercial circulation letter [2017] No.232) issued by the general office of the Ministry of Commerce, China Renewable Resources Recycling Association was entrusted to revise the Management Code for the Construction of Renewable Resources Sorting Center (SB/T10720-2010). The revision lasted for three years, and was made by investigating and visiting hundreds of enterprises in more than 20 cities in China, and collecting the opinions of more than 100 experts and enterprises in the industry, aiming at providing technical support for local governments and enterprises to plan and build renewable resources sorting centers.

The revised standard pays more attention to the environmental protection requirements of the sorting center, and regulates the management of wastewater treatment, noise reduction, waste gas emission, dust prevention, hazardous waste and general industrial solid waste in the sorting center respectively. In particular, the performance index is put forward to evaluate the sorting capacity and energy saving and consumption reduction level of the green sorting center of renewable resources by quantifiable means. At the same time, it also pays more attention to quality management, safety management and occupational health management, and increases the requirements of employee safety production training system, occupational disease prevention system, safety production inspection system and emergency plan management.

One of the core and highlights of the revised standard is to put forward quantitative indicators of factory area, sorting capacity and unit area capacity for professional and comprehensive sorting centers respectively. On the basis of comprehensive investigation and scientific calculation, this series of indicators balances the differences between north and south and urban categories, and puts forward the applicability and scientific indicators. Especially, it is the first time to put forward the capacity index per unit area in the industry, which is of great guiding significance to the planning and design of sorting centers for governments at all levels.
