Regulations of Ningbo Municipality on the Administration of Dog Breeding

Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the relevant laws and regulations and in the light of the actual situation of this Municipality for the purpose of strengthening the management of dog breeding, standardizing dog breeding behavior, ensuring public health and personal safety, and maintaining social public order and city appearance and environmental sanitation. Article 2 These Regulations shall apply to dog-raising behavior and its management activities within the administrative area of this Municipality.

These Regulations shall not apply to the management of military dogs and police dogs kept by zoos, scientific research institutions, performing arts groups and other units due to specific work needs. Article 3 This Municipality implements strict management and combination of prohibition and restriction on raising dogs. Dog management follows the principles of industry self-discipline, government supervision, participation of grass-roots organizations and public supervision. Article 4 This Municipality shall implement district dog-raising management in accordance with key management areas and general management areas.

The key management areas are urban built-up areas and other areas where urbanization management is implemented as determined by the county (city) people's government. General management area refers to other areas outside the key management area.

District and county (city) people's governments shall timely announce the specific scope of key management areas to the public. Fifth city and county (city) people's governments shall strengthen the organization and leadership of dog management, establish a dog management responsibility system, and incorporate the dog management funds into the fiscal budget at the corresponding level.

The municipal, district and county (city) people's governments shall establish a joint meeting system for dog management, which is attended by public security, comprehensive administrative law enforcement (urban management), agriculture and rural areas, market supervision and management, health and hygiene, housing and construction, finance, development and reform, education, natural resources planning and other departments, and solve major problems in dog management through consultation. The daily work of the joint meeting shall be undertaken by the public security organs. Article 6 The public security organ is the competent department in charge of dog management, and is responsible for the handling of incidents in which dogs disturb people and hurt people. Only dogs are allowed to register in key management areas, and the relevant illegal acts stipulated in these Regulations are investigated and dealt with.

The comprehensive administrative law enforcement (urban management) department (hereinafter referred to as the comprehensive administrative law enforcement department) is responsible for dog detention and inspection, management of stray dogs in key management areas, and dog damage to the city appearance and environmental sanitation in public places, and investigate and deal with relevant illegal acts as stipulated in this Ordinance.

Agricultural and rural departments are responsible for dog rabies identification, epidemic prevention, epidemic monitoring and guidance on the harmless treatment of dead dogs.

The market supervision and management department is responsible for the supervision and management of related dog business activities.

The head of the health department is responsible for rabies prevention, health education and epidemic monitoring.

The housing construction department is responsible for urging property service enterprises to do a good job in discouraging and reporting illegal dog-raising behavior in the management area.

Finance, development and reform, education, natural resources planning and other departments shall assist in dog management within the scope of their duties. Article 7 Township People's governments and sub-district offices shall do a good job in dog management, be responsible for the capture and transfer of stray dogs within the general management area, and assist in dog rabies vaccination and dog out-of-home management. Article 8 Village (neighborhood) committees, owners' committees, property service enterprises and other property management units shall assist relevant departments to do a good job in dog management, carry out publicity activities on dog raising according to law and civilization, and guide and urge dog owners to abide by the dog-raising code of conduct. Ninth city, county (city) people's government and its relevant departments, township people's government, street offices should carry out publicity and education on dog raising according to law, civilized dog raising and rabies prevention and control.

Newspapers, radio and television, the Internet and other public information carriers should strengthen the publicity of dog management laws and regulations, code of conduct and rabies prevention and control, and guide civilized dog raising. Tenth to encourage citizens, legal persons and legally registered dog-raising associations, animal protection organizations and other social groups to participate in civilized dog-raising publicity, supervision and management activities, to discourage and stop uncivilized dog-raising behavior. Article 11 Dog owners shall raise dogs in accordance with the law and in a civilized manner, cultivate dogs to develop good behavior habits, and shall not harm public interests or the legitimate rights and interests of others. Chapter II Immunization and Registration Article 12 This Municipality implements a rabies immunization system for dogs. Within 30 days before the dog is born for three months or the immunization period expires, the dog owner shall inject rabies vaccine for the dog and apply for rabies immunization certificate.

When a dog is vaccinated with rabies vaccine for the first time, the agricultural and rural departments shall issue a dog immunization card to the dog breeder and implant an electronic logo for the dog, and record the identity information of the dog breeder, dog identity information and immunization in the electronic logo. Relevant information should be updated during the follow-up immunization. Thirteenth key management areas to implement the dog registration system. Dogs that have not obtained the dog-raising registration certificate for three months shall not be kept in key management areas.

In key management areas, except for necessary guards, it is forbidden for units to raise dogs.

It is forbidden to raise, breed and manage strong dogs and large dogs that are included in the list of prohibited dogs in key management areas. The list of prohibited breeds of strong dogs and large dogs and the standards for large dogs shall be determined by the municipal public security organ in conjunction with the municipal agricultural and rural departments and announced to the public. Fourteenth individuals keep dogs in key management areas, and each household registration and each fixed place of residence is limited to one, and the following conditions are met:

(1) Having full capacity for civil conduct;

(2) single-family houses;

(3) Having a household registration or residence permit in this Municipality;

(four) the dog has been vaccinated against rabies;

(5) No record of punishment for abandoning or maltreating dogs;

(six) no dog has been confiscated or the dog registration certificate has been revoked within three years.
