Provisions of Shenyang Municipality on the Administration of Construction Site of Construction Projects

Article 1 In order to maintain a clean and tidy city appearance, meet the needs of urban construction, and ensure the orderly progress of civilized construction and safe production on construction sites, these Provisions are formulated in accordance with the relevant national and provincial laws and regulations and the Regulations of Shenyang Municipality on the Administration of Construction Market, combined with the actual situation of our city. Article 2 These Provisions shall apply to the management of construction sites of various construction projects within the jurisdiction of this Municipality. All units and individuals related to construction activities shall abide by these provisions. Article 3 The Municipal Construction Management Bureau is the competent authority for the management of construction sites in this Municipality.

County (city) and district construction administrative departments are responsible for the construction site management within their respective administrative areas, and accept the business guidance, supervision and inspection of the Municipal Construction Engineering Administration.

City, county (city), District Construction Committee, urban construction, labor, public security, health, environmental protection and other relevant departments shall, according to their respective responsibilities, supervise and manage the construction site of construction projects. Article 4 All units and individuals have the obligation to maintain the normal production order at the construction site of construction projects, and have the right to supervise, stop and report acts in violation of these Provisions. Article 5 The construction site of a construction project shall be civilized in construction, safe in production and scientifically managed, and the responsibility system for site management shall be implemented. In the case of general contracting and subcontracting of construction projects, the general contractor shall be responsible for the unified management of the construction site, and the subcontractors shall conduct on-site management of the subcontracted projects under the unified management of the general contractor. Article 6 The project manager is responsible for the overall management of the construction site. Construction site management personnel should wear identification cards to prove their identity when performing their duties, and clarify their post responsibilities. Seventh construction supervision units or general contractors may be entrusted by the construction unit to coordinate the construction site activities of other units directly contracted by the construction unit at the construction site. Article 8 The construction unit must prepare the construction organization design of the construction project and organize the construction according to the approved construction organization design, which shall be examined and approved by the competent unit or department of the construction unit.

Where a construction project is contracted and subcontracted, the general contractor shall be responsible for the preparation of the construction organization design. Subcontractors shall prepare the construction organization design of subcontracted projects according to the construction organization design of the general contractor. Ninth construction projects should be organized in the approved construction site. If it is necessary to temporarily requisition the construction site or temporarily occupy the road, the relevant formalities shall be handled in accordance with the provisions. Article 10 Before the construction scheme of a building project is determined, the construction unit shall, jointly with the design and construction unit, report to the relevant departments of planning, urban construction and public facilities management, inspect the construction site that may cause damage or blockage of surrounding buildings, flood control facilities and underground pipelines, formulate corresponding safety technical measures, and incorporate them into the construction organization design to ensure that the site is flat and has water, electricity and roads. Article 11 Construction signs and construction drawings with uniform specifications shall be placed at the main entrances and exits of the construction site, indicating the project name, construction unit, design unit and construction unit, name of project manager and general representative of the construction site, construction area, number of floors, date of commencement and completion, approval number of construction permit, etc. Twelfth construction units shall set up temporary facilities in accordance with the general layout of construction.

Stacking bulk materials, finished products, semi-finished products and mechanical equipment shall not occupy the roads and safety protection facilities in the field. High-rise buildings and street buildings must be equipped with closed safety protection facilities and meet the following requirements:

Fourteenth construction sites should be strictly divided into construction areas and non-construction areas, and warning signs and necessary safety protection measures should be set up in dangerous areas, locations and passages. Fifteenth construction sites should ensure smooth roads, where vehicles and pedestrians pass, ditches, pits and holes should be covered and set up with construction signs, and vehicles are not allowed to carry muck when entering or leaving the construction site; The drainage system should be in good working condition. Sixteenth construction projects to implement the construction site safety permit system. The construction unit must strictly implement the national and provincial laws and regulations on safety production and labor protection, strengthen safety education and safety publicity, adhere to the safety disclosure system, and strictly implement the safety technical scheme. All kinds of safety facilities and labor protection devices on the construction site must be inspected and maintained regularly to eliminate hidden dangers in time and keep them in good condition. Seventeenth construction machinery entering the construction site must pass the safety inspection before use. Operators of construction machinery shall hold relevant certificates, and it is forbidden to operate without a license. Eighteenth the installation and use of electrical facilities on the construction site must comply with the safety norms and operating procedures, and set up in accordance with the construction organization design. It is forbidden to connect wires at will. The construction site must be equipped with night construction safety lighting, and the lighting lamps must meet the safety requirements. Nineteenth engineering construction needs to connect temporary electricity, mobile cables, water supply, power failure, road closure, etc. , must be approved by the relevant competent authorities and notify the affected units and residents in the surrounding areas before operation.
