Article 2 These Measures shall apply to state organs, social organizations, enterprises (including foreign-invested enterprises, private enterprises and joint-stock enterprises, the same below), institutions, grassroots mass autonomous organizations, individual industrial and commercial households and citizens within the administrative area of this Municipality. Article 3 It is the sacred duty of every citizen to defend the motherland and resist aggression. It is the glorious duty of every citizen to perform military service in accordance with the law. Citizens of school age in this city, regardless of nationality, race, occupation, family background, religious belief and education level, have the obligation to perform military service according to law. Article 4 It is the common duty of state organs, social organizations, enterprises, institutions, grass-roots mass autonomous organizations, individual industrial and commercial households and citizens in this Municipality to do a good job in conscription according to law. Article 5 The term "school-age citizens" as mentioned in these Measures refers to male citizens who have reached the age of 18 to 22 before December 31st of that year. The term "citizens eligible for enlistment" as mentioned in these Measures refers to citizens of school age who have passed the preliminary examination in military service registration. The recruitment of female citizens shall be carried out in accordance with the provisions of the conscription order of the State Council and the Central Military Commission. Article 6 The conscription office of the Municipal People's Government shall handle the conscription work in the whole city and be responsible for the implementation of these Measures. The conscription office of the district and county (city) people's government is responsible for the conscription work in this area. Chapter II Institutions and Duties Article 7 The Hangzhou Military Division, the People's Armed Forces Department of each district and county (city) and the military service organ of the people's government at the same level. District and county (city) people's governments shall set up a leading group for conscription work, with a conscription office under it. Conscription office is composed of personnel deployed by military service organs and public security, health, civil affairs, propaganda and supervision (discipline inspection) departments at the same level, and is responsible for the conscription work in this region. Eighth organs, organizations, enterprises and institutions, towns and sub-district offices of the conscription work, handled by the people's Armed Forces Department at the same level; Units without armed forces departments shall designate a department or a person in charge. Ninth during the conscription, governments at all levels and departments should establish a leadership responsibility system for conscription. Public security, health, personnel, labor, civil affairs, propaganda, finance, education, transportation, industry and commerce administration, press and publication, radio and television and other relevant government functional departments shall, according to their respective responsibilities, do a good job in conscription. Article 1 The military service organs shall be responsible for organizing the conscription work, formulating measures to ensure the quality of new recruits, and coordinating the relevant departments to carry out the conscription work.

Propaganda departments and news organizations are responsible for the publicity and education of conscription. The public security department is responsible for the political review of the young recruits, the review of withdrawing troops due to political reasons, and the acceptance and settlement work; To be responsible for the investigation and punishment of units and personnel that disturb or destroy the conscription work.

The health department is responsible for the professional training of medical staff and the recruitment physical examination; Guide and urge grass-roots units to do a good job in the medical history investigation and visual inspection of young recruits; Assist the military service organs to do a good job in the aftermath of withdrawing troops for physical reasons.

the civil affairs department is responsible for supervising and inspecting the implementation of the policy of preferential treatment and resettlement, and doing a good job in preferential treatment for the families of conscripts and receiving and resettling veterans; Assist relevant departments to do a good job in transit reception of recruits.

the labor and personnel departments are responsible for urging the relevant units to do a good job of receiving ex-servicemen who were on-the-job employees to return to work and resume their jobs, and to do a good job of receiving and resettling other veterans together with the civil affairs departments.

the supervision and discipline inspection department is responsible for investigating cases of violation of discipline and law in conscription; Assist the recruitment office at the same level to investigate and handle letters and visits from the masses.

the education department is responsible for cooperating with the propaganda department to educate the young people of school age to perform military service according to law, and cooperating with the recruitment offices at all levels to review the educational level of the young people recruited.

the financial department is responsible for ensuring the funds needed for conscription work, working with the military service organs to formulate standards for conscription funds and supervising the earmarking of conscription funds.

The transportation department is responsible for the transportation guarantee of recruits and the safety during transportation. Chapter III military service registration Article 11 The conscription office of the district and county (city) people's government shall, before the end of August each year, organize grass-roots units to carry out military service registration for male citizens of school age in that year according to the requirements of higher authorities on military service registration. Twelfth township (town) people's government, street offices and organs, organizations, enterprises and institutions, should be based on the arrangements of the district and county (city) people's government recruitment office, responsible for organizing the local area, the unit of school-age citizens to military service registration. Article 13 All units shall, in accordance with the requirements of the conscription office of the municipal, district and county (city) people's governments, announce and notify in writing the citizens of the appropriate age in the region or the unit to fulfill the military service registration procedures on time, and truthfully report the military service registration results to the competent department of conscription at the end of the work in military service registration. Fourteenth school-age citizens should participate in military service registration at the place where their household registration is located. School-age citizens who take care of their own rations and settle down in cities and towns should participate in military service registration in their registered permanent residence. Fifteenth enterprises at or above the county level approved by the labor department from the rural areas of the province to recruit farmers contract workers, graduated from high school or above, in the place where the work unit is located to participate in military service registration; Junior high school graduates return to their domicile to attend military service registration.
