China Development Network News Recently, the General Office of the People's Government of Yunnan Province issued the "Development Plan of Modern Service Industry in Yunnan Province in the 14th Five-Year Plan" (hereinafter referred to as the "Plan") to promote the prosperity and development of modern service industry in Yunnan Province. "Planning" requires adhering to "systematic planning and key breakthroughs; Market-oriented, quality first; Innovation-driven, integrated development; Deepen reform and open wider to the outside world; People-oriented, optimize supply.

The plan points out that modern service industry is a service industry supported by modern science and technology, especially information network technology, and based on modern business model, operation model, management mode and organizational form, including both emerging service industries spawned by modern science and technology and traditional service industries with new core competitiveness under the transformation and upgrading of information technologies such as Internet, big data, cloud computing, blockchain and artificial intelligence. Accelerating the development of modern service industry is an inherent requirement to meet the needs of industrial transformation and upgrading and people's better life. It is also a strong support for accelerating the development of a modern industrial system with Yunnan characteristics and promoting high-quality economic and social development in Yunnan Province.

According to the Plan, by 2025, the proportion of added value of service industry to GDP and the contribution rate of service industry to economic growth will be effectively consolidated, the ability to absorb employment will continue to increase, and the quality and efficiency and innovation ability will be significantly improved. The integrated application of digital technology in the service industry will be fully promoted, the upgrading of life service industry to high quality and diversification will be significantly accelerated, and the supporting and leading role of producer service industry in the high-quality development of manufacturing industry will be more prominent. The level of marketization, socialization, digitalization, high-end and internationalization of modern service industry has been significantly improved, and its position in the international division of labor system has been continuously improved, which has become an important support for promoting industrial transformation and upgrading and high-quality economic and social development in the province. Looking forward to 2035, a new modern service industry system will be fully established to support Yunnan Province to basically realize socialist modernization in step with the whole country, and the supply and guarantee level of high-quality living services to build a healthy living destination will be significantly improved. The role of high-quality manufacturing services in leading the manufacturing industry to climb to the high end of the value chain will be greatly enhanced, and the advantages of participating in domestic and international cooperation and competition will be significantly enhanced.

The plan clearly defines the layout and positioning. Focusing on the spatial layout of "the rise of central Yunnan, the opening of the border, the development of northeastern Yunnan and the integration of western Yunnan", combined with the development positioning of various cities, we will give full play to the comparative advantages of various places, optimize the functional division and spatial layout of the service industry, accelerate the construction of a multi-level service economic center, and build a new pattern of modern service industry development with distinctive characteristics, complementary advantages and sound system. We will build a regional international modern service economic center in Kunming and a modern service base in the western part of the urban agglomeration in central Yunnan, enhance the urban radiation-driven capacity of regional modern service centers, enhance the service functions of county towns and border ports, and accelerate the development of service industries in industrial parks.

The Plan puts forward key areas. First, continue to expand the trillion-dollar pillar service industry. Tourism culture: adhere to the direction of internationalization, high-end, characteristic and intelligent development and the concept of global tourism, take the deep integration of culture and tourism as the core, take the path of deepening the "tourism revolution", take the high-end tourism foundation, intelligent tourism service, characteristic tourism products and internationalization of tourism marketing as the goals, implement the top ten projects of high-quality tourism development, promote the tourism culture industry to move towards the whole region, all factors and the whole industrial chain, and enhance the "first-class resources". Modern logistics: with the goal of high socialization, specialization, standardization and intelligence, serve the industrial chain, smooth the supply chain, open up the micro-circulation, develop new formats, build a modern logistics operation system of "channel+hub+network+platform", and strive to build Yunnan Province into an international logistics hub open to South Asia, Southeast Asia and the Indian Ocean. Health service: Focusing on the key links of "medical care, health care, physical fitness, learning and intelligence", we will strive to improve the service level, vigorously develop new formats, promote the deep integration of medical health and wellness, tourism, Internet, finance and plateau sports, build a multi-level and diversified health service system, build an international leisure tourism demonstration zone, and accelerate the promotion of Yunnan into a healthy living destination that the world yearns for. The second is to focus on building a 100 billion-level advantageous service industry. Financial services: adhere to high efficiency, safety, green inclusiveness, open innovation and service entities, improve and perfect the financial institution system, market system, product system, service system and financial supervision system, vigorously promote the construction of regional financial service centers, currency trading centers and Yunnan equity trading centers, and promote the transformation of Yunnan's finance from mass gathering to core functions, from traditional financial gathering to new financial ecosystem, and from driving the periphery to radiating South Asia and Southeast Asia. The third is to accelerate the cultivation of growing emerging service industries. Digital services: comprehensively improve the level of digital services, promote the wide application of next-generation information technologies such as big data, cloud computing, blockchain and mobile Internet, guide digital services to penetrate into the market, design, production and life, and foster the development of new formats of digital services. Science and technology services: focusing on research and development, technology transfer, testing and certification, business incubation, intellectual property rights, science and technology consulting, technology and finance, science and technology popularization and comprehensive science and technology services, we will further promote the deep integration of science and technology services with the real economy, promote the professional, networked and large-scale development of science and technology services, and accelerate the formation of a science and technology service system covering the whole chain of science and technology innovation. Promote the optimization and adjustment of the consulting industry structure, accelerate the development of exhibition services, enhance the international influence of "South Expo", promote the development of the whole industry chain of the exhibition industry, support the improvement of the service capacity of local think tanks, and encourage the development of various high-end think tanks supported by comprehensive and professional coordination. Service trade: improve the coordination mechanism of service trade management, strengthen macro guidance and coordination among departments, promote the benign interaction of industrial policy, trade policy and investment policy, and form a joint force of policies. Environmental protection services: accelerate the development of emerging environmental protection services such as ecological environment restoration, environmental risk and damage assessment, emission trading, green certification and environmental pollution liability insurance. The key tasks of the plan are: First, comprehensively expand service consumption.
