Guoluo Prefecture is located in the southeast of Qinghai Province, between Bayankala and Animaqing Mountain in the hinterland of Qinghai-Tibet Plateau. Due to the special geographical location and natural environment, the whole territory of Autonomous Prefecture is listed in the "Three Rivers Source" Nature Reserve, the largest natural environment protection zone in China.

Guoluo-Tibetan means "a person who turns defeat into victory". With the prosperity of various tribes, "Guoluokesong" appeared in Ming and Qing Dynasties (meaning "Three Guoluo" of Ang Qian Ben, Ban Ma Ben and Ashe Jiang Ben), which was called "Guoluo" in the late Qing Dynasty and "Guoluo" after the Republic of China. 1952 Guoluo was liberated, and 1954 established an autonomous regime.
