Provisions on safety production management of ready-mixed concrete enterprises?

Rule number one. In order to further strengthen the supervision and management of the company's production safety and prevent the company from production safety accidents in the process of production, transportation and on-site pouring, these regulations are formulated.

Article 2. Personnel in all positions of the company shall strengthen the management of production safety in accordance with the requirements of this regulation, eliminate hidden dangers of accidents in time and ensure production safety.

Article 3. The company must conscientiously implement the requirements of safety production, strengthen organization and leadership, establish and improve the safety management network, safety production responsibility system and safety production education and training system, formulate safety production rules and regulations and operating procedures, ensure the capital investment required for safety production conditions of the unit, conduct regular investigation and management of safety hazards, strictly implement the safety assessment and reward and punishment system, and continuously improve the level of safety production.

Article 4. The company shall be equipped with the person in charge of enterprise safety production, and set up a safety production management organization with no less than two staff members to be fully responsible for the safety production of the unit. Its responsibilities mainly include:

1, publicize and implement the national laws, regulations and standards on safety production, and earnestly implement the work requirements of the superior safety management department;

2. Establish and improve the safety production responsibility system, and decompose and implement the safety production objectives and responsibilities of all levels and positions of the unit;

3. Formulate the safety production management system and safety operation procedures of all departments, jobs and posts, and supervise their implementation;

4. Prepare emergency rescue plan for safety accidents and organize drills;

5, regularly organize the investigation and management of hidden dangers in production safety, eliminate hidden dangers in time;

6. Organize and carry out safety education and training for all employees, so as to improve employees' awareness and level of safety production;

7. Be responsible for the management of special operation certificates, and organize the inspection, daily inspection and maintenance of special operation equipment, facilities and machinery;

8, to ensure the effective use of production safety investment;

9, urge the production and operation departments to formulate ready-mixed concrete production and distribution plan, advocate green and civilized construction;

10, and report to the main person in charge of the enterprise or the safety supervision department in time when major safety hazards are found;

Article 5. The company's site should be closed and managed, with doormen and special personnel on duty to prevent outsiders from entering the site without permission. Concrete production, raw material storage yard and personnel office and living quarters in the factory area should be clearly distinguished. Traffic lanes and sidewalks should be managed separately, eye-catching traffic signs and warning signs should be set up, and special personnel should be assigned to direct the main areas where people and vehicles meet or where vehicles are crowded to prevent motor vehicle accidents in other places.

Sixth, strengthen the safety management of concrete transport vehicles and their drivers, set up a vehicle maintenance team to be responsible for the daily inspection, maintenance and appearance cleaning of vehicles, regularly arrange vehicle inspection and overhaul, replace spare parts and consumables in time, and eliminate hidden dangers of vehicle safety. Equipped with a sufficient number of vehicle drivers with valid certificates. Regularly carry out road traffic safety training and education, formulate reasonable shift plans, and prevent drivers from fatigue driving, barbaric driving and illegal driving.

Article 7. Strengthen the safety management of on-site mechanical equipment. Special motor vehicles and loading and unloading machinery and equipment in the field must pass the annual inspection before they can be put into use. Operators and commanders of vehicles and equipment must hold relevant certificates.

Eighth, strengthen the safety management of concrete mixing equipment and define the operators. Do a good job in the overhaul and maintenance of concrete mixing equipment on a regular basis to improve the intact rate and safe operation performance of the equipment. Equipment maintenance should be no less than 2 people, and the implementation of special personnel for safety monitoring. During maintenance, the power supply of the equipment should be cut off, warning signs should be hung, and the discharge port should be closed when entering the cylinder.

Article 9, regular safety education for all employees, pre-job training and safety technical disclosure, grasp the basic situation of employees, physical condition or professional skills can not meet the requirements of safe operation, timely adjust their jobs. In strict accordance with the requirements of the Interim Provisions of the Ministry of Construction on the Use and Management of Personal Labor Protection Articles for Construction, employees are provided with personal labor protection articles such as safety helmets, protective clothing, protective glasses and dust masks, and they are urged to use them correctly to prevent safety accidents and occupational hazards.

Article 10 The company shall assign full-time management personnel to enter the ready-mixed concrete distribution construction site in advance, obey the on-site command of the project management personnel of the construction enterprise, cooperate with the on-site command of transport vehicles and concrete pouring, and communicate and coordinate with the project management personnel in time to eliminate potential safety hazards.

Eleventh, concrete transport vehicles in and out of the construction site, to obey the command of the relevant site management personnel, slow down carefully, control the speed, give obvious turning signals, to prevent traffic accidents. After entering the construction site, concrete transport vehicles and pumping equipment should be properly parked, supported on a flat and compacted ground, and padded with sleepers, so as to maintain the stability of the equipment during operation and prevent instability or overturning. Before vehicles and equipment leave the site, tires and surfaces should be cleaned with car washing equipment to prevent pollution of urban roads and environment.

Twelfth, before transporting concrete, the surrounding environment of the project should be investigated, and the pumping equipment should be selected reasonably to ensure that the pump pipe has a solid joint or a reliable rotating (stretching) environment.

Thirteenth, when making the distribution plan, we should comprehensively consider the factors such as distribution volume, distance and pouring time, try to avoid the urban traffic peak and residents' rest time, and prevent the construction from disturbing the people. If the construction enterprise fails to apply for the night construction permit, it shall not distribute ready-mixed concrete outside the night construction time limit stipulated by the environmental protection department.

Fourteenth, these Provisions shall come into force as of the date of promulgation.
