Open or Closed

At Beijing Normal University, the reporter saw that the school’s playground and gymnasium are equipped with access control systems, and you need to swipe a campus card to enter. Subsequently, the reporter went to the gymnasium office and asked whether people outside the school could enter the playground and gymnasium for exercise, and received a negative answer from the staff: "All our facilities are not open to the public, only to teachers and students of our school."

Beijing University of Posts and Telecommunications, which is across the road from Beijing Normal University, has a completely different situation. The playground administrator told reporters that the school's playground is open to the public all day long, and people outside the school can go in and exercise at any time. "Most of the surrounding people come here to exercise. Every evening and night, there are many people here. But if there are large-scale activities such as sports meets, When priority protection is needed, this place will not be open."

In the Beijing University of Posts and Telecommunications Gymnasium, the reporter learned that the swimming pool, badminton hall, table tennis hall, etc. in the gymnasium are open to the public during non-school hours, but outsiders need to apply for registration cards with their ID cards. At the same time, the price for off-campus personnel is higher. Taking a single-time swimming card as an example, on-campus students are charged 7 yuan each time, faculty and staff are charged 12 yuan each time, and off-campus personnel are charged 25 yuan each time.

Compared with Haidian District, which has many universities, the southeastern region of Beijing has fewer universities and residents have fewer choices. The reporter came to Beijing University of Technology, located near the Southeast Fourth Ring Road. At around 4 o'clock in the afternoon, more and more people began to gather on the playground, many of whom were middle-aged and elderly people from outside the school. Some people use the fitness equipment next to the playground, some run around the playground, and some come to the football field to play football.

73-year-old Zhao Xinrong lives in a nearby community. She told the Economic Daily reporter that she comes to the school playground to exercise at least once a day and has been doing so for more than ten years. "For more than ten years, the school playground has been open to the public, with no restrictions on outsiders. The facilities here are complete, the environment is safe, and the students are generally of high quality, and nothing unpleasant or unsafe has ever happened. The most important thing is But there is no other place around where I can exercise."

Yang Chen, a staff member of the Beijing University of Technology Venue Management Center, told reporters that Beijing University of Technology has two playgrounds in the north and south, and the north playground is open to the public 24 hours a day. Students and the general public come to exercise. The south playground is open regularly, with priority given to physical education courses and school sports team training. It is also open to the public during free time. "In addition to the playground, the school's gymnasium is also open to the public, and people outside the school can also use the badminton hall, etc. during non-school hours."

It is not a good idea to shut it down

For outsiders What do students think about entering colleges and universities for training? During the reporter's interview, some students did express dissatisfaction: "Sometimes there are too many people in the football field and we can't find a place to play, and there will be some quarrels and even fights." Before April this year, the football field at the Changping Campus of China University of Political Science and Law was also open to the public. After half a year, the reporter called the venue department of the campus's sports venue management center. A staff member said that people from outside the school are still not allowed to enter.

However, some students said that it is not advisable to close the stadium to society just because of the fight. At Beijing University of Technology, a student playing football told reporters that there were too many people outside the school on the playground, and he needed to be extra careful with the elderly to avoid accidentally injuring them when playing football. However, the student believes that keeping the case closed to the outside world cannot completely prevent violence on the court. "In fact, conflicts are inevitable during football. Even if people from outside the school do not come in, students from our school will occasionally have conflicts. Compared with playgrounds, the number of indoor venues such as badminton halls is generally limited. Will opening them to the outside affect the use of teachers and students on campus? ? At Beijing University of Technology, Yang Chen told reporters that the maintenance costs of badminton halls and other venues are relatively high, so a charging model is adopted for both on-campus and off-campus staff. However, the charges for on-campus students are much lower than for off-campus staff. In addition, according to the charging standard of the venue, the price of using the venue after 6 pm is higher, so on-campus students more choose to come to play at 6 pm, so as to avoid the high price period. Off-campus people often play ball after get off work, usually after six o'clock in the evening. "We rationally allocate venue resources in this way to ensure the use of the venues by students and off-campus personnel. Opening up requires more policy support

On the issue of opening school sports facilities to the outside world, some developed countries have already implemented it. In countries with relatively developed national sports, such as the United Kingdom and the United States, school sports facilities are highly open.

Revitalizing existing resources such as university stadiums and alleviating the conflict of venue resources has gradually become our country's policy direction in recent years. The "Several Opinions on Accelerating the Development of the Sports Industry and Promoting Sports Consumption" issued in 2014 proposed that school sports venues should be open to students after school hours, and effective measures should be taken to strengthen safety and security, and accelerate the opening of school sports venues to the public.
