1. As the cold air moves southward, the load climbs to the peak level in summer. Especially the use of air conditioners, including industrial air conditioners and residential air conditioners.

2. At present, the installed capacity of thermal power cannot meet the high and unstable power load (hydropower can be partially met in summer). However, such unsustainable load is not worth building too many units, resulting in insufficient installed capacity and power shortage.

The establishment and change of the power supply business area shall be applied by the power supply enterprise, and the power management department shall, according to its responsibilities and management authority, issue a power business license after examination and approval by the relevant departments at the same level. The specific measures for the establishment and change of the power supply business area shall be formulated by the administrative department of electric power of the State Council.

Twenty-sixth power supply business institutions in the power supply business area have the obligation to supply power to users in this business area in accordance with state regulations; Shall not, in violation of state regulations, refuse to supply power to units and individuals that apply for electricity in their business areas.

To apply for new electricity consumption, temporary electricity consumption, increased electricity consumption, change of electricity consumption and termination of electricity consumption, procedures shall be handled in accordance with the prescribed procedures.

Power supply enterprises shall publish the procedures, systems and charging standards for electricity consumption in their business premises to provide information for users.

Power supply business rules

Article 68 When it is necessary to stop power supply for some reason, the power supply enterprise shall notify or announce the users in advance according to the following requirements:

1. In case of power failure due to planned maintenance of power supply facilities, the user shall be notified seven days in advance or announced;

2. When it is necessary to stop power supply due to temporary maintenance of power supply facilities, it shall notify important users 24 hours in advance or make an announcement;

3. When the power generation and power supply system fails, the power supply enterprise shall cut off or cut off the power according to the determined sequence of power cuts. However, the power limit sequence should be announced to users in advance.
