How to solve the problem of rural economic development by using precision poverty alleviation

At present, accurate poverty alleviation in China is a necessary measure to offset the decline in economic poverty reduction. It can be said that it will become one of the main ways to help the poor in rural economy. The difficulties in the implementation of precise poverty alleviation are mainly reflected in three aspects: accurate identification, accurate support and accurate evaluation. Therefore, in order to solve the problem of economic development in precision poverty alleviation, we must explore the establishment of the benefit mechanism for poor users, reform the formulation method of poverty alleviation standards, and innovate the working mechanism to ensure the effectiveness of precision poverty alleviation in our work.

I. Overview, background and significance of precision poverty alleviation

Accurate poverty alleviation is the symmetry of generalized poverty alleviation. It refers to the poverty situation of different regions and different groups of people, and uses scientific and effective procedures to accurately identify, help and manage the poverty-stricken objects. To put it simply, accurate poverty alleviation means targeting every poor population and then carrying out targeted poverty alleviation, that is, whoever is poor will help Huai River, and whoever is deeply poor will help more. Accurate poverty alleviation mechanism mainly includes accurate identification of poor households and poor villages, and establishment of files. It is the premise of accurate poverty alleviation. Taking the annual per capita net income of farmers as the identification standard, comprehensively considering the housing, education, health and other conditions, this paper deeply analyzes the causes of poverty in the identified poor households and poor villages, and takes targeted measures to implement accurate assistance. At present, under the new background, the implementation of accurate poverty alleviation policy plays an important role in promoting rural economic development and is the only way to build a well-off society in an all-round way.

Second, the difficulties in implementing accurate poverty alleviation in rural areas

(1) Difficulties in poverty alleviation. Accurate poverty alleviation is of great significance to rural poverty reduction in the future. At present, accurate poverty alleviation in rural areas is mainly reflected in three aspects: accurate identification, accurate support and accurate evaluation. In terms of accurate identification, the state stipulates that the annual income of poor families and population is less than 2736 yuan. According to the survey data, there are 82.49 million people in China whose annual income is less than 2,736 yuan, and these people will be the main targets in future precision poverty alleviation projects. The most difficult problem of accurate identification is how to accurately count farmers' income. In the absence of accurate identification of family income, the grass-roots government usually evaluates poor families, population identification and filing cards only under the control of a certain number of people in accordance with the evaluation method of grass-roots democracy. These places are counted according to the survey data, and a certain range of fluctuation is allowed, which leads to the deviation of identification to some extent. In terms of precise support, there is an obvious problem. Traditional poverty alleviation projects do not accurately target the poor, and the poor cannot effectively benefit from poverty alleviation. Now the focus of poverty alleviation and development is the infrastructure in poor areas, and the improvement of infrastructure can bring more benefits to wealthy farmers. Secondly, some household-to-household projects failed because poor households could not bear the equal participation of matching funds, which exceeded the corresponding debt capacity of poor households to some extent. In addition, the industrial support policy has certain limitations in concept, technology and ability, and it is difficult to cover poor households. In addition, among the financial poverty alleviation projects, some poverty alleviation projects of the poverty alleviation fund Dachuan are bundled and lack corresponding flexibility. Most poverty alleviation projects are reasonable in some terms, but there are many implementation bottlenecks because of the differences in education, nutrition, housing and infrastructure of poor households. In terms of accurate evaluation, due to the problem of accurate identification, there will be problems in accurate evaluation. Because the survey of poor households is not in place and the actual effect is not outstanding, accurate evaluation based on income standard is bound to underestimate the effect of accurate poverty alleviation, which is the most important dilemma faced by accurate evaluation today.

(2) Economic development is difficult. 1) Weak infrastructure. The roads in poor rural areas have not hardened, and the construction of farmland water conservancy infrastructure is relatively backward. Moreover, there is no professional garbage collection station and garbage incinerator in the village, which has caused serious environmental pollution. Rural primary school facilities and teachers are not perfect, which has a great impact on students' education. Limited by the venue, the coverage of rural sports, culture and fitness facilities is not wide, so it is difficult to carry out mass activities. In addition, rural areas are still weak in infrastructure such as network communication, heating and gas. 2) The industry has no characteristics and no scale. There is a lack of industries to promote economic development in rural areas, and villagers generally live in scattered areas, and no general commercial outlets have been formed. Most rural production is limited to the traditional general state. Some farmland is barren, and the attention to cash crops has not formed a certain scale. 3) Rural economic resources are scarce and economic income is low. Most of the collective income of poor rural areas comes from subsidies from higher authorities, and the income of villagers mostly depends on going out to work, planting crops and breeding. It can be said that the source of this economic situation is relatively simple and it is quite difficult to increase income.

Third, how to do a good job in rural poverty alleviation.

(1) Leaders should care more and support more. In the accurate poverty alleviation work in rural areas, the attention and promotion of leaders play a key role, especially in the contact with relevant departments. In the case of relatively limited county poverty alleviation funds, striving for poverty alleviation project funds can effectively solve the obstacles and problems in poverty alleviation work, so it requires leaders to play an active and effective role in promoting it.

(2) Establish a targeting mechanism to help the poor accurately. Only by accurately determining the target of poverty alleviation can we effectively help truly poor users. The object of precise poverty alleviation is not just talk, but field visits. If there are not enough goals, it is not easy to implement poverty alleviation. Therefore, in order to solve this problem, it is necessary to establish a corresponding targeting mechanism, accurately help the poor, and ensure that poverty alleviation reaches every household. In addition, according to the principle of dynamic management, we should carry out actual surveys according to the targets and priorities of poverty alleviation, make a true and reliable response to poverty alleviation information, apply the focus of poverty alleviation work to funds, actively help and implement every penny.

(3) Promoting the innovation of precision poverty alleviation mechanism. Under the new economic normal, market relations are more extensive and standardized, and play an important role in the allocation of resources in the market economy. This role can objectively and effectively promote poverty alleviation and competition, which has become a factual requirement today. Accurate poverty alleviation can solve the current economic development problems and promote the self-development ability and economic conditions of the poor, so the poverty alleviation targets need to actively adapt to the current situation of reform and poverty alleviation and market-oriented development. Generally speaking, the degree of marketization in poor areas is weak, and it is difficult to achieve poverty alleviation. Therefore, we should pay attention to the introduction of external markets, actively promote the external connection between poverty alleviation targets and marketization, and finally build a corresponding marketization platform.
