Provisions on salary standards and welfare benefits of state civil servants

The specific income and gap of civil servants in China have their own national characteristics. Only from the perspective of salary income, the gap between senior and junior civil servants in China seems to be small, and the gap between the recent salary increases and the previous ones is gradually narrowing, from 1985 to 10.2 times to 6.6 times now. But after the housing reform, the real income of senior and junior civil servants is expanding. At present, among the average salaries of employees in many industries in China, the average salary of civil servants ranks in the middle and lower position.

As far as the classification of organs is concerned, it can be divided into three categories: the first category is partially monopolized state-owned enterprises: the national average monthly income (including wages) of employees in monopoly industries such as telecommunications, electric power and cable TV should be above 3,000 yuan. None of them are civil servants. The second category is the government departments in charge of money: the national average monthly income (including wages) of national tax, local tax, industry and commerce, banking, finance and customs should be around 2000 yuan. The third category is ordinary party and government organs: the average monthly income (including wages) of the government, government functional departments and party committees is about 1 000 yuan. According to the region, the standard is ordinary party and government organs, bachelor degree, civil servants and less than 3 years of service.

First class: the average monthly income of Shanghai, Beijing, Shenzhen, Guangdong, Jiangsu, Zhejiang and economically developed provinces should be above 3,000 yuan.

Second-class: Liaoning, Hainan, Jilin, Heilongjiang, Gansu, Xinjiang, Qinghai, Shaanxi, Hubei and other economically developed provinces or provinces that subsidize the development of the frontier and western regions, the average monthly income should be around 1.800 yuan.

Third class: Hebei, Hunan, Yunnan, Shanxi, Fujian, Henan, Hunan and other provinces. Although the economies of these provinces are not very developed, they are subsidized by the state for every wage increase, and the average monthly income should be around 1200 yuan.

Fourth category: Shandong, Anhui, Guizhou, Jiangxi, Guangxi and other provinces. Shandong's economy is ok, but it is difficult to stand on its own feet without state funding. Anhui and Guizhou, despite state aid, have poor economies. The average monthly income should be below 1000 yuan.
