Is it a continuation of the Cold War mentality behind the US suppression of Russia?

Not exactly. For the United States, Russia is a natural enemy, even if it is not, it should be regarded as it is. At the same time, Russia itself does not deal with the United States. To tell the truth, neither country likes the other. Under the strong situation of the United States, it is normal for the United States to suppress Russia.

First of all, the strategic goal of the United States is global hegemony, so the United States should show its existence in the world, the so-called global power, and reach the world. But not in Russia. Russia thinks that Lao Tzu's affairs don't need your American intervention, so the United States always fights with Russia in some international affairs. And most importantly, the foundation of American hegemony is the US-Europe alliance, that is, NATO. The United States and western Europe are highly similar in spirit and material, so the United States and western Europe are naturally close. However, European countries have a traditional separatist tradition, so if we want to unite Europe under the banner of the United States, we need a threat that scares Europe. Russia in Europe does its part, so no matter what Russia becomes, Russia must be a public enemy of Europe and a powerful threat to the United States. This is true from the Soviet Union to Russia.

The second is that Russia is hostile to the United States itself. Once Russians naively thought that Russia, which realized democracy and freedom after the disintegration of the Soviet Union, would be accepted by the West and integrated into the international system dominated by the United States. However, after more than a decade of strategic suppression by the United States, Russia no longer has hope for the United States, and Russia must rely on its own strength to join the international community. The United States can accommodate it, and so can the United States. So there is always strategic friction between the United States and Russia.
