Article 55 of the "Implementation Regulations of the Road Traffic Safety Law of the People's Republic of China" Motor vehicles carrying people shall comply with the following provisions:

1. Highway passenger vehicles shall not exceed the approved number of passengers, except for children who are exempted according to regulations. When the number of passengers is full, the number of children exempted according to regulations shall not exceed 10% of the approved number of passengers;

2. Passengers are not allowed in truck compartments. On urban roads, freight motor vehicles can carry 1 to 5 temporary workers in the carriage as long as a safe position is left; when the height of the cargo exceeds the railing of the carriage, no people are allowed on the cargo;

3. Minors under the age of 12 are not allowed to ride on the back seat of a motorcycle, and mopeds are not allowed to carry people.
