Is Sichuan or Anhui better?

Sichuan Province and Sichuan Basin are much richer than Anhui Province, especially Chengdu and Chongqing in Sichuan Basin, which are far better than Hefei, the capital of Anhui Province. Changsha has always been one grade behind Chongqing, not to mention Hefei. Hefei is between Changsha and Lanzhou, worse than Changsha and better than Lanzhou. Anhui has the following advantages over Sichuan:
