The basic measures of anguo are to raise wise men, revise the old law and love the people, that is, to promote and reuse wise men among the slave owners and nobles, and to modify the old law system of Zhou Dynasty so as to "choose the good and use it". The so-called "personal" means "personal place, adult place". People (scholars, civilians, slaves) specialize in their own careers even if their careers are separated. The solution is to "unite with other countries and despise other countries", that is, divide the capital into three parts, namely workers, businessmen and scholars. In this way, they can get together in one place, focus on their respective careers, and avoid different perspectives on things. In order to strengthen the control and supervision of residents (slaves and civilians), the residents of cities (villages) and towns (towns) are divided into strict organizational systems with layers of constraints.

On the basis of "securing the country and the people", Guan Zhong put forward a set of policies of "enriching the people", the basic content of which is "banning the last crop, stopping being ingenious and benefiting farmers", that is, vigorously promoting the policy of encouraging and developing agriculture, "killing insects for the people and benefiting farmers for the people"; So that "if the tiller has his field, he will get more millet, and if he gets more millet, he will enrich the country." At the same time, the government-run monopoly policy is implemented for industry and commerce. It also makes use of the rich fish, salt and mineral resources in the coastal mountainous areas of Qi. Therefore, while attaching importance to agriculture, we also attach great importance to the development of industry and commerce, so as to achieve the goal of "accumulating money with money and making the army rich and strong".

Subsequently, the slogan of "respecting the king and rejecting the foreign countries" was formally put forward and implemented in the following steps: the first step was to use Lu Fu in the early Song Dynasty. The second step is to unite the strong and weaken the host alliance. The third step is to rescue Xing from the north. The fourth step, Cai Chumeng in Zhaoling south. The fifth step is to resist the invasion of Chu at home and abroad.
