According to the Opinions, for real estate development projects affected by the epidemic, enterprises can apply for delaying the payment of supporting fees for urban infrastructure for a maximum of three months. Adjust the pre-sale fund payment node. During the epidemic prevention and control period, the supervision funds for the pre-sale of commercial housing in real estate development projects can be paid in advance across a node according to the application of enterprises, and the accumulated application amount does not exceed 94% of the supervision amount. Extend the delivery period of real estate projects. If the government investment project cannot be delivered as scheduled due to the epidemic, the delivery period will be postponed; If the delivery conditions are met, and the delivery should be made during the epidemic period according to the commercial housing sales contract, the delivery procedures can be suspended and the delivery period can be extended.

During the epidemic prevention and control period, in principle, the bid bond can be determined at 20% of the starting price for the newly transferred land, and 50% of the land transfer price can be paid within one month after the signing of the transfer contract. Government investment projects affected by the epidemic can not be resumed as scheduled, and the construction period will be postponed accordingly; If it can't be completed according to the original time limit, the time limit should be reasonably determined again. During the epidemic prevention and control period, the labor costs shall be adjusted according to the facts by contractors, supervision units and third-party cost consulting institutions after market inquiry.
