Article 5 The people of China and citizens of China, regardless of nationality, race, occupation, family background, religious belief and education level, have the obligation to perform military service in accordance with the provisions of this Law. Citizens who have serious physical defects or serious disabilities and are not suitable for military service are exempted from military service. Citizens deprived of political rights according to law shall not perform military service.

Article 12 The State shall take measures to strengthen publicity and education on military service, enhance citizens' awareness of performing military service according to law, and create a good social atmosphere for glorious service.

Eighteenth military service organs of local people's governments at or above the county level shall be responsible for the work of military service registration in their respective administrative areas.

The military service organs of the people's governments of counties, autonomous counties, cities not divided into districts and municipal districts organize military service registration information verification every year, and check the situation of citizens' military service registration in conjunction with relevant departments to ensure that military service registration is timely and accurate.
