It was built by Guan Jia for flood control, and it is a brick-wood structure. 1 and 2 floors were built with red mud bricks in the Ming Dynasty, and the third floor was later built with blue bricks.

There is a tower in every corner of Ying Long Building. It is said that because there were many bandits at that time, the villagers had to take defensive measures, so shooting holes were opened on the second and third floors of the tower, and the roof was a traditional hard top.
