The chief of staff is the head of the military command department of the army at all levels and assists the military commander of the army in commanding.

For example, the chief of staff of a military region assists the commander of a military region in his work, and the chief of staff of a division assists the division commander in his work. Our troops at all levels above the corps, including brigades, divisions, group armies, and military regions, have chiefs of staff. In units below the regiment level, there are only operational staff positions, but not the chief of staff position. Only units at the division or brigade level have a chief of staff. His main responsibilities are to organize combat information, provide materials and make certain suggestions to the military chiefs; and assign specific combat tasks to the following units with the instructions of the military chiefs.

Let’s talk about their relationship. In our country, the party has absolute leadership over the military, so of course the political commissar is senior, but the commander and the political commissar are at the same level. This is not a contradiction. The chief of staff is equivalent to the deputy position of the military chief of the unit, that is to say, the regiment chief of staff is equivalent to the deputy regiment level, the brigade chief of staff is equivalent to the deputy brigade level, the division chief of staff is equivalent to the deputy division level, and the corps chief of staff is equivalent to the deputy corps level and military region level. The chief of staff is equivalent to the deputy commander level.
