At present, there are still many problems in the understanding of changing the mode of economic development by a few cadres: first, leaders at all levels are not conscious of changing the mode of economic development; Second, there are countless ideas about the adjustment of the structure and working methods of this township and department; Third, some department leaders even think that changing the mode of economic development will affect the development speed of Shidian. Facts have proved that those who are skeptical and wait-and-see miss the development opportunity, while those who act quickly are far ahead. We must establish an understanding that changing the mode of economic development is the general starting point for implementing Scientific Outlook on Development and will guide our work for a long time. We must base ourselves on this strategic task, insist on starting from the actual work one by one, make persistent and steady progress, and never take detours again, leaving a burden on future generations. Compared with neighboring counties, the gap is still very large and the resource conditions are not very good. At present, our key is to deeply understand the strategic decision of the central government to change the mode of economic development, make preparations, seize opportunities in this change, and never lose development opportunities again, otherwise we will become sinners in history.

3. The basic idea of adjusting structure and transfer mode. Changing the mode of economic development is strategic, long-term and persistent, and its basic idea is the "three changes" put forward by the 17th National Congress. General Secretary Hu Jintao emphasized the main task of "eight accelerations" to accelerate the transformation of economic development mode. Can we consider "a famous cultural county"? When exchanging views with the Twelfth Five-Year Plan, I put forward the functional zoning of the whole county 13 townships. Inspired by Secretary Li's blocky economic thought, the preliminary ideas are as follows: water is long, prosperity is a plate, and industry and towns drive it; Taiping, Yang Dian, Yaoguan, Bailang and Mulao Home are a plate, driven by towns and tourism; Several other towns and villages are supported by characteristic agriculture and characteristic economic forests. Yunnan's strategy of building a bridgehead open to the southwest is a game of chess for the whole province. In this chess game, Shidian should focus on building an industrial park, speed up the development of a modern logistics system and serve the bridgehead construction. At the same time, we should conscientiously sum up the achievements and experiences of economic and social development in the Eleventh Five-Year Plan, carefully analyze and accurately grasp the new changes in the economic environment, deepen the research and understanding of overall and strategic major issues in accordance with the new requirements of accelerating the transformation of development mode, start with solving outstanding contradictions and problems that restrict economic and social development, do a good job in the preparation of the Twelfth Five-Year Plan, key plans and special plans, and make full preparations for accelerating the transformation of economic development mode in the next five years.

The second is to improve the development level of agricultural industrialization. The construction of agricultural industrialization should adhere to the road of characteristic agriculture, scale agriculture and benefit agriculture, actively develop "base", "processing" and "brand" agriculture, and constantly improve the level of agricultural industrialization. Third, develop brand agriculture. Focus on flue-cured tobacco, pigs, vegetables (edible fungi) and other industries, vigorously promote standardized production, actively cultivate Shidian brand, and expand the competitiveness and influence of Shidian agricultural and sideline products in domestic and foreign markets. Flue-cured tobacco, pigs, vegetables (edible fungi) and other industries are conditional, and the key is to do it with heart, heart and perseverance. At the same time, all towns and villages should find their own characteristics, choose the right industries and make key breakthroughs. Such as greenhouse vegetables, watermelons and out-of-season vegetables in the dam area.

The third is to do a good job in promoting new industrialization. Over the years, Shidian's economic aggregate has been very small, and its financial resources are stretched. One of the important reasons is that industrial development is not regarded as an important breakthrough. On the one hand, leaving industrialization to pay attention to "agriculture, countryside and farmers" makes agricultural income not high; On the other hand, it failed to grasp the tertiary industry under the premise of industrial scale expansion and development, making the expansion of the tertiary industry a passive water. First, always adhere to the idea of "strengthening the county by industry, developing the park by projects", regard industry as the fundamental way to accelerate the development of Shidian and break through the overall situation, tilt the leading force to industry, concentrate the work measures to industry, and shift the focus of work to industry. Second, we must always adhere to the concept of highlighting integrated development in promoting new industrialization. Take Yunnan Coal Chemical Group as the leader, lengthen the industrial chain, extend calcium carbide, vinyl acetate, EVA, cement and other products, and improve added value and efficiency; Accelerate the exploration progress of mineral resources, mainly aluminum, zinc, iron ore and marble, find out the family property, and take the development road of local processing and value-added mining, dressing and smelting. The County Mineral Resources Management Committee should strengthen the management of mineral resources, and all projects that only exploit, do not process and do not implement comprehensive development will not be approved; For approved projects, it is necessary to strengthen integration, make enterprises with strength, technology and great contribution to the county bigger and stronger, and close those small enterprises with great ecological impact and environmental damage. Third, we must always adhere to the principle of saving and intensive land use. In accordance with the principles of scientific planning, rational positioning, land conservation and environmental protection, combined with the actual situation in Shidian, we will organize professionals to conduct in-depth research, conduct comprehensive analysis and research on land use planning, industrial park planning and project implementation, and strictly control planning, land use pre-examination and environment.

The fourth is to improve the project investment level. First, we must adjust the stock incrementally. On the basis of increasing investment in primary products, increase investment in deep processing. The county will continue to focus on the construction of 58 key projects, improve the scale, quality and level of the projects, and exchange today's investment for tomorrow's structure. Second, we must optimize the stock. Increase investment in technological transformation and promote industrial transformation and upgrading. Third, we must strengthen infrastructure construction. Continue to do a good job in the smooth construction of Shi (Dian)-Meng (Ding) highway and rural highway. At the same time, actively prepare the "Twelfth Five-Year" highway construction plan. We should seize the opportunity, make great determination, make great efforts, go all out to promote the construction of farmland water conservancy infrastructure, come up with opinions on implementing provincial and municipal water conservancy work conferences as soon as possible, and solidly promote the preliminary work of the project. We can't miss this opportunity.

The fifth is to improve the level of urbanization. First, we must adhere to the high starting point planning. Strengthen the preparation of special planning, strengthen the preparation of detailed planning, speed up the planning of villages and towns, especially the planning progress of water plants and oil wangji towns, and submit them to the municipal organization for review as soon as possible. Second, we must focus on key projects. It is necessary to refine measures, strengthen services, increase the intensity of land acquisition and demolition, and ensure that the first phase of infrastructure construction in the county will start in mid-July; At the same time, it is necessary to plan ahead, do a good job in the preliminary work of the second phase of the project, and strive to start construction in September. Third, we should strengthen management and improve the quality of urban construction. Focusing on the goal of building an "eco-industrial city and a folk culture city", we will focus on the greening, lighting, beautification and purification projects in the county, focusing on dirty, chaotic and poor conditions, and vigorously rectify the urban appearance environment.

Sixth, do a good job in improving people's livelihood. First, we should do everything possible to promote employment and the construction of social security system. Do a good job in employment and reemployment; Focus on social insurance, social assistance, social security for landless farmers and migrant workers, and new rural endowment insurance. Second, actively develop education and health.
