How to make good use of the "four forms" of supervision and discipline in practice

The Regulations on Inner-Party Supervision of China Producers' Party absorbs the new ideas and experiences of managing the Party and strengthening inner-party supervision since the 18th National Congress of the Communist Party of China, and stipulates that "inner-party supervision must put discipline ahead and use' four forms' of supervision and discipline". This is not only an important theoretical innovation of inner-party supervision, but also a basic follow-up for inner-party supervision at present and in the future. This is summed up from the history of the party and the practice of managing the party. It is a concrete measure to strictly manage the party in an all-round way. The fundamental purpose is to uphold the party's leadership, strengthen party building, and maintain the party's advanced nature and purity. As a discipline inspection and supervision department, we should try our best to practice the "four forms" of supervision and discipline, change our concepts, stick to discipline first, keep an eye on emerging problems, keep an eye on time nodes, keep an eye on key minorities, and keep an eye on case trials, so as to actively practice and make good use of this new concept and experience.

pay close attention to the emerging problems and establish a conversation mechanism. By broadening the channels of problem clues, we can find and pay close attention to the problems related to the implementation of preferential policies for the masses, the clues found and collected in special inspections, administrative law enforcement, and economic responsibility audits, and the incipient tendencies of "four winds" such as violations of the spirit of the eight central regulations found in supervision and inspection, letters and visits, and eliminate "hidden dangers" at the first time through timely talks and reminders. Make clear the situation, objects and procedures of interviews and letters by formulating the methods of interviews and letters; To reflect the problems of leading cadres' honesty, self-discipline and general minor violation of discipline, we can talk about letters and inquiries in time, so that biting our ears and pulling our sleeves can play a role and become the norm.

keep an eye on the time node and pay close attention to the discipline style. We should pay attention to the key nodes to rectify the "four winds", especially the annual holidays. At this moment, the "four winds" problem will appear invisible variants, and there will be new situations and new trends. We should adhere to pre-holiday reminders, unannounced visits during the festival, and post-holiday notifications, and seriously investigate and deal with violations of discipline. We should make use of some time nodes to focus on investigating and dealing with the mental problems that violate the eight central regulations, and at the same time, conduct unannounced visits to observe the work style and efficiency, and promptly accept and focus on investigating and dealing with all kinds of efficiency reports and complaints of party member cadres, such as drinking at noon, administrative inaction and disorderly behavior.

keep an eye on the key minority and intensify the review. Keep a close eye on the key minority of "number one", strictly investigate and deal with violations of discipline and law with the ruler of discipline, adhere to a ruler and a standard of discipline to the end, ensure the rigid constraint of discipline with a "zero tolerance" attitude, and make punishing a very small number the norm. We should focus on the central work, strengthen accountability, adhere to the "double investigation of one case", and investigate the responsibility of both the parties, the main responsibility of the party Committee and the supervision responsibility of the discipline inspection commission. If it is found that the cadre's style of work is not true, he did not go deep into the poor households to verify the situation face to face as required, and the content of the accurate poverty alleviation work filled in was not true, and the relevant personnel involved were seriously investigated.

Pay close attention to the trial of cases and pay attention to education warning. Keep a close eye on every case handled, and write a case analysis report in time. The trial report is measured by the party discipline ruler and described in disciplinary language, which not only lists the facts of violation of discipline, but also reflects their understanding of the mistakes made, and attaches a written review and meeting materials of violation of discipline. According to the principle of "learning from the past, curing the disease and saving lives", we always pay attention to persuasion and encouragement throughout the trial of cases. For some comrades who can't treat their mistakes correctly after being punished, we use the opportunity of trial talks and return visits to educate them patiently, analyze the reasons for their mistakes, help them correctly understand and correct their mistakes, and eliminate their concerns, so as to treat the organization correctly. For each investigated case, we should make good use of the warning materials of "things around us" to educate "people around us", and use the forms of case briefing, case analysis meeting, and "case-based discipline meeting" to increase the education of party member cadres in the whole region, strengthen the appeal of warning education, and let party member cadres learn from it and take it as a warning.
