Rest by rotation is an old topic, but I have to talk about it again, because it involves everyone's vital interests. The rotation rest system (home accommodation) is aimed at married officers and non-commissioned officers, and their spouses who have been working or living in the station for a long time can take turns to go home and stay on rest days and holidays according to the unified arrangement. In addition, if the spouses of married officers and non-commissioned officers come to visit relatives and stay in the team, they can go home (or their families temporarily come to the team housing) to stay. This year, due to the epidemic, taking a rest in rotation has become very extravagant. But in fact, the military rotation is not only because of the epidemic, but also because of many practical problems involved. For example:

1. Do married officers and sergeants still have leave to visit their spouses after their weekends off? Officers and sergeants who take turns off will no longer enjoy leave to visit their spouses. According to the regulations, officers and non-commissioned officers who live away from their spouses are entitled to visit their spouses twice a year, and the number of days for visiting their spouses is the same as that for non-commissioned officers, with a cumulative of 4 days. In fact, this is not because of the rest in rotation, so we don't enjoy the leave to visit our spouses, but enjoy the leave to visit our spouses, which explicitly requires soldiers and their spouses to live in different places. Therefore, the spouses of officers and non-commissioned officers who work or live in the station for a long time obviously do not meet the requirements of enjoying the leave of visiting spouses. Even if I give up the rest by rotation, as long as the husband and wife actually live in the same place, they will not enjoy the leave of visiting spouses.

2. Are there any separation fees for officers and non-commissioned officers who enjoy the rest in rotation? Do not enjoy the living allowance for separation of military couples. From January 1, 218, the living allowance for military couples living apart was raised to 1 yuan/month, which made the soldiers living apart in the two places feel a little warm. Although the restrictions on the recipients of subsidies have been relaxed, married officers, non-commissioned officers and civilian personnel (including civilian cadres) whose troops and spouses' domicile are not in the same city or region above the prefecture level, and whose husband and wife actually do not live in the same region, can enjoy the husband and wife living allowance. But it is still clear that the husband and wife do not actually live in the same area of married soldiers. Officers and non-commissioned officers who enjoy the rest in rotation obviously belong to the husband and wife living in the same area, but they do not meet the scope of enjoying the husband and wife living allowance.

3. Are there any restrictions on weekends and holidays? According to the new "Internal Regulations (Trial)" implemented by the army, the rest of the officers can take turns to go home and stay on the premise that the number of officers is 5% and one chief officer is in office; The rotation rest ratio of non-commissioned officers, according to the regulations, can be arranged in a unified way on the premise of "not affecting the soldiers' occupancy rate and performing tasks and management". The proportion of company soldiers who go out on rest days and holidays to the existing number is generally not more than 1% according to the troops on duty for combat readiness and the border and coastal defense forces, and generally not more than 15% according to the proportion of mainland garrison troops. Special teams performing tasks shall be stipulated by the heads of units at or above the brigade level. The advantage of the implementation of the rotation rest system is that it solves the focus of married soldiers on getting close to their families and relieves the tension between married soldiers and their spouses. However, as the task attribute of soldiers and the ability to prepare for war become more and more arduous, it actually involves the rotation rest of soldiers, and there are still some shortcomings in grassroots units.

First, the rotation holidays are synchronized with the proportion of vacations and outings, with different weights. It should be said that the rotation rest ratio of non-commissioned officers can be arranged in a unified way "without affecting the soldiers' occupancy rate and the execution of tasks and management", so even if the married non-commissioned officers meet the rotation rest, the unit occupancy rate is not enough, so how to judge the rotation rest ratio of non-commissioned officers? Some units have "local regulations" from this. The upper law is clearly stipulated in the regulations, and the lower law is to maintain the occupancy rate of the unit. Anyone who serves in the army knows that the general inspection will focus on checking the occupancy rate of a unit, especially in recent years. As for how to control the unit's occupancy rate, in fact, it is mainly controlled by military and political officials. In fact, there is a certain degree of autonomy. There are even some officials who are lax in controlling the rotation system and focus on different scales, which infringes on the legitimate rights and interests of some officers and men. Generally speaking, the system of rest by rotation takes the company as the target group. According to the regulations, soldiers can take a rest by rotation on weekends or holidays. How to control the proportion of rest by rotation? Suppose there are 3 people stationed in a coastal company in the mainland, 2 military and political officials, 1 married sergeants, 15 unmarried sergeants and 3 conscripts. According to "the proportion of troops stationed in the mainland is generally not more than 15%", then the number of people who can go out on weekends or holidays is 315%=4.5, even if it is 5, how to balance it? These five people include people who take breaks in rotation and go out on weekends, and some units also count people who take vacations. In fact, the proportion of these five people is very small in units with many tasks and a large proportion of support.

Second, there are different emphases between military rotations. Generally, the principle of taking a rest by rotation is to take a rest by rotation nearby, that is, in the resident, even if the proportion of units is strictly controlled, it can still take a rest by rotation. For married soldiers, even the platoon will be assigned to individuals. But the focus of the audience to be grasped here is different. When it comes to the problem of married non-commissioned officers in the field, we have to talk about the scope of "field". Ordinary people understand that the scope of the administrative area under the jurisdiction of cities at or above the prefecture level should be strictly enforced in the examination and approval of marriage, and beyond this area, it should be implemented in accordance with general conditions, such as allowing non-commissioned officers to get married. However, the arrangement of married rest in the resident should be differentiated in various forms according to the specific situation. In practice, it is often common to take the administrative area under the jurisdiction of cities at or above the prefecture level as the resident scope, while some units take the one-way 1 kilometers as the boundary considering that multiple administrative areas where the resident is located intersect or are adjacent. In recent years, with the rapid development of national transportation, especially the extension of high-speed rail lines to more cities and the widespread popularity of family cars, people can travel more conveniently, and the range of troops can be gradually expanded to the range of 2-3 hours commuting circle according to the development of surrounding traffic. I saw a sergeant asking for help on the Internet before (in the past, the sergeant was the same as the sergeant): "At present, there is no provision for senior noncommissioned officers to stay in the camp, so most senior noncommissioned officers still live a semi-separated life after their families are attached to the army and allocated military apartments. The existing regulations stipulate that the family members of non-commissioned officers can take turns to go home and stay on weekends when they are looking for work and life at the station after marriage. This regulation has no distinction between junior, intermediate and advanced levels, and there is no saying that family members can go with the army and allocate apartments. " To some extent, the introduction of the rotation system ensures that officers and men with families need to adjust their status and participate in family life. There is no special "care" for minority groups in the detailed rules. For example, resident single cadres. Some units stipulate that such cadres can choose rotation and holidays independently, that is, 2 days off plus weekend rotation and 3 days off. Of course, some units are not allowed to take turns and can't give 3 days off. The final interpretation right is still in the hands of the unit itself. To this end, we have compiled a list of practices related to military holidays since 22 (non-commissioned officers and current non-commissioned officers) for reference.

1 The new regulation of "compulsory leave" for visiting relatives is clear. "Priority is given to four types of officers and men who have not been home for the New Year for three consecutive years, who have made outstanding achievements in their annual work and won awards for meritorious service, who are seriously ill or whose immediate family members are pregnant or breastfeeding." In 22, Staff Sergeant Xiao Wang, who joined the army for 12 years, never went home for the New Year. I planned to take a holiday this year, but the task of the unit is heavy and I am the backbone of the monitor, so I put away the idea of taking a vacation. Later, Xiao Wang's squadron leader found him and offered to let him take a vacation to go home for the New Year, saying, "This is an order of the squadron and must be carried out!"

2 "special holiday" regulation: under the premise of not affecting the duty on combat readiness and carrying out tasks, a certain Ministry stipulates that married cadres and non-commissioned officers who live in the station and Xining: First, they are allowed to take a day off on the birthday of their parents, wives and children to enjoy family happiness; Second, the wedding anniversary is allowed for one day to care for love for a long time; Third, you are allowed to attend one parent-teacher meeting every semester to witness your child's growth; Fourth, a family member is ill and hospitalized, his wife is in labor, and his children are arranged for a vacation on the eve of the college entrance examination to reduce life regrets.

3 "Family Holiday" stipulates that, on the basis of normal holidays, five half-day "family holidays" will be arranged for married officers and soldiers in the resident, including 2 parent-teacher conferences, 1 wedding anniversary, 1 family birthday and 1 child birthday. On this basis, a certain department formulated the "Interim Provisions on Weekly Rest", under the premise of meeting the incumbency rate, allowing married cadres at the grassroots level (meeting the conditions of rotation) to take a unified day off every Wednesday.

4 "Inter-provincial Rest by Rotation" regulation: every Thursday afternoon, a certain department and each warship uniformly report the list of personnel who need to take a rest by rotation this weekend to the human resources department, and after the report is approved by the leaders of the unit, the shuttle bus will be assigned to send the rest by rotation to high-speed railway station on Friday afternoon, and the personnel will be picked up and returned to the camp on Sunday afternoon. In the absence of combat readiness training and other tasks, we can take a two-week inter-provincial rotation.

5 "Increase the number of vacation days" At present, there are regulations on the number of vacation days, and it doesn't matter how many times the new current vacation days are, because almost every regulation has a "specific implementation of each unit in combination with the actual situation of the unit". As a result, many units control the number of vacations at about 2 times, but the situation of officers and men is different when it comes to the number of vacations. A certain unit requires that the vacationers take a full vacation at one time, and some units are more humanized in the number of vacations, depending on the actual situation of officers and men taking their own vacations, controlling the total number of vacation days, rather than controlling the number of vacations. In short, whether it's a rotation break or a vacation, it's better to take a break.
