Measures of Wuhan Municipality on the Administration of "Three Guarantees in Front of the Door" Responsibility System (1995)

Article 1 In order to strengthen and improve the responsibility system of "three guarantees in front of the door" and improve the level of urban management, these Measures are formulated in accordance with the relevant provisions of the Regulations on the Administration of Urban Appearance and Environmental Sanitation and the Regulations on the Administration of Urban Appearance and Environmental Sanitation of Wuhan Municipality issued by the State Council. Article 2 Organs, organizations, military units, schools, enterprises, institutions, individual industrial and commercial households, organizers of street markets and construction units of street construction sites (hereinafter referred to as responsible units) in the urban areas of this Municipality must implement the responsibility system of "three guarantees in front of the door" in accordance with the provisions of these Measures. Article 3 The "three guarantees in front of the door" responsibility system as mentioned in these Measures refers to the system of self-packaging environmental sanitation, self-packaging greening management and self-packaging front order according to the designated front responsibility area (hereinafter referred to as the responsibility area).

The responsible unit can implement the full-time management personnel of "Three Guarantees in front of the door" by appointing a special person, jointly employing or entrusting, and sign a contract with them to clarify the rights and obligations of both parties, but the responsible subject of the "Three Guarantees in front of the door" responsibility system remains unchanged. Article 4 Under the leadership of the municipal and district people's governments, the responsibility system of "three guarantees in front of the door" shall be specifically organized and implemented by the sub-district offices and their city appearance and environmental sanitation management offices, and the municipal and district environmental sanitation management bureaus shall be responsible for supervision and inspection.

Gardens, public security, municipal administration, industry and commerce, urban management and other administrative departments shall cooperate in management according to their respective responsibilities. Article 5 The scope of the area of responsibility shall be delineated by the street appearance and environmental sanitation management office. The responsible unit must sign the "three bags in front of the door" responsibility letter with the local subdistrict office according to the designated responsibility area, and accept the supervision and inspection of the subdistrict office and the municipal and district city appearance and environmental sanitation administration on the implementation of the "three bags in front of the door" responsibility system.

The responsibility book of "three bags in front of the door" shall include the scope of the responsibility area, the specific requirements of "three bags in front of the door", the rights and obligations of the responsible units, and the rewards and punishments for the responsible units. Sixth responsible units to implement the "three guarantees" responsibility system, should meet the following requirements:

(a) the city appearance and environmental sanitation clean and tidy

2, insist on washing the ground in the area of responsibility every week, so that the ground is free of paper scraps, peels, cigarette butts, phlegm, dirt, garbage, water and snow;

3, this unit street buildings, walls, plaques, lighting, windows and other beautiful, no damage and no graffiti.

(2) Green and beautiful

1, the management of trees, flowers and greening facilities planted in front of the door conforms to the greening management regulations;

2, in front of the trees without disorderly tied, hanging, nail.

(3) Good order

1, vehicles in front of the door will not stop indiscriminately;

There are no messy things in front of the door, no stalls and no mess. Article 7 The full-time management personnel of the "three bags in front of the door" of the responsible unit must wear uniform signs, and insist on performing the responsibility of "three bags in front of the door" from 8: 00 to 20: 00 every day for cleaning. The responsible unit and its "three bags in front of the door" management personnel have the right to stop spitting, littering, littering, scribbling, damaging flowers, trees and public facilities and other illegal acts, and can entrust the city appearance and environmental sanitation management department and other relevant supervision and management departments to punish them according to law (spitting, littering and littering will be fined 5-50 yuan), or report to the relevant authorities. Eighth street offices and their city appearance and environmental sanitation management offices shall strengthen supervision and inspection, and deal with the behavior of not implementing the "three guarantees in front of the door" responsibility system; Found that the "three bags in front of the door" responsibility system is not implemented or not well implemented, the responsible unit should urge rectification, and has the right to be punished according to the penalty clause of the "three bags in front of the door" responsibility book. Article 9 The city appearance and environmental sanitation supervision team shall strengthen the supervision and inspection of the "three guarantees in front of the door" responsibility system, set up supervision posts in main streets, busy areas and key parts, arrange the city appearance and environmental sanitation supervision personnel to promptly deal with the refusal to implement the "three guarantees in front of the door" responsibility system and other violations of the city appearance and environmental sanitation management, and support the responsible units to implement the "three guarantees in front of the door" responsibility system.

The municipal and district administration of city appearance and environmental sanitation may employ the duty supervisor of city appearance and environmental sanitation to assist the city appearance and environmental sanitation supervision team to strengthen the supervision and inspection of the implementation of the "three guarantees" responsibility system.

The relevant administrative departments of public security, municipal administration, industry and commerce, forestry, construction management, etc. shall make a decision without delay. Tenth to establish and implement the "three bags in front of the door" responsibility system of inspection and assessment system. The city appearance and environmental sanitation bureau organizes inspections once every quarter, and the district appearance and environmental sanitation bureau organizes inspections once a month. Street offices organize city appearance and environmental sanitation monitoring teams to conduct patrol inspections every day. Each inspection should be recorded as a basis for comparison.

Establish the management responsibility system of "three guarantees in front of the door"; "Three bags in front of the door" responsibility system management unit to organize the implementation of the "three bags in front of the door" responsibility system ineffective, by its superior management organs in accordance with the provisions of the responsibility system to give economic penalties. Eleventh responsible units and management units that have made remarkable achievements in the implementation of the "three guarantees in front of the door" responsibility system shall be commended and rewarded by the municipal and district city appearance and environmental sanitation administration or the municipal and district people's governments.

Full-time management personnel with outstanding work in front of the door shall be rewarded by the responsible unit.
