How to treat fishing behavior at work?

I actually hate this question. Because I personally hate people who go to work, have a bad job and fish in troubled waters.

I think you have chosen this career, and you should do this job seriously and responsibly. You must complete the tasks assigned to you by the leaders with high quality. There must be slacking at work. Let's work together. You are lazy, you do less, and others do more. Obviously, taking advantage is a selfish behavior. Be despised by others.

I hate the so-called fishing behavior, because we have met such colleagues at work. When the leader is away, he does nothing, but when the leader comes, he pretends to do something. Then he will go to the leader and say that he has successfully taught her all the results of his work. Colleagues hate him and don't want to work with her.
